GENTEXT/REMARKS/1. THE JOB ADVERTISING AND SELECTION SYSTEM (JASS)
ENABLED A SAILOR TO VIEW AVAILABLE REQUISITIONS PRIOR TO THEIR
COMMAND CAREER COUNSELOR SUBMITTING A JOB APPLICATION FOR THEM. TO
BRING THIS CAPABILITY INTO ALIGNMENT WITH SEA WARRIOR, NAVY IS
TRANSITIONING TO THE JASS CAREER MANAGEMENT SYSTEM (JCMS) SPIRAL
ONE. THIS MARKS A KEY MILESTONE FOR PLACING ESSENTIAL CAREER
MANAGEMENT TOOLS AT THE FINGERTIPS OF SAILORS. JCMS BUILDS UPON THE
CAPABILITIES OF JASS AND ENHANCES IT BY PROVIDING A DIRECT LINK TO A
SAILOR’S FIVE VECTOR MODEL, THEREBY ENABLING THE REVIEW OF
CAREER-GROWTH POTENTIAL. JCMS IS A SIGNIFICANT ENABLER OF THE
DEVELOPING CAPABILITIES OF SEA WARRIOR, WHICH IS A KEY ELEMENT OF
NAVY’S HUMAN CAPITAL STRATEGY. THIS TRANSITION USHERS IN A
DRAMATIC INCREASE IN SAILOR CAREER MANAGEMENT BY FURTHER ENHANCING
THE WEB-BASED DISTRIBUTION SYSTEM.
2. JCMS DELIVERS A NEW SET OF OCCUPATIONAL STANDARDS IN THE FORM OF
JOB FAMILIES, JOB CODES, AND JOB TITLES. WITH THE INTRODUCTION OF
SKILL OBJECTS IN THE FIVE-VECTOR MODEL, JOB DESCRIPTIONS ARE REFINED
BY CAPTURING THE ACTUAL WORK PERFORMED BY EACH SAILOR.
3. NEW CAPABILITIES INCLUDE THE ABILITY FOR SAILORS TO VIEW SELECT
DATA FROM THEIR ENLISTED MASTER FILE, UPDATE THEIR OWN CONTACT
INFORMATION AND ACCESS COMMAND WEB PAGES ENABLING THEM AND THEIR
FAMILIES TO MAKE MORE INFORMED CAREER DECISIONS.
4. JCMS ALSO PROVIDES DESIGNATED COMMAND REPRESENTATIVES THE
ABILITY TO REVIEW APPLICANTS FOR THEIR CURRENT REQUISITIONS. AN
ADDITIONAL CAPABILITY ALLOWS COMMANDS TO PROVIDE AND MAINTAIN THEIR
LOCAL WEB LINKS AND CONTACT INFORMATION.
5. NORMAL ACCESS TO JCMS IS ON THE HOME PAGE OF NAVY KNOWLEDGE
ONLINE. SAILORS MAY VIEW THEIR FIVE-VECTOR MODEL AND COMPARE CAREER
GROWTH OPPORTUNITIES OF DESIRED BILLETS. BUPERS ACCESS CONTINUES TO
PROVIDE FULLY FUNCTIONAL JCMS ACCESS WITHOUT THE FIVE-VECTOR MODEL
CAPABILITY. TASK FORCE WARRIOR IS INTEGRATING BOTH CHIEF OF NAVAL
OPERATIONS (N1) AND COMMANDER, NAVAL EDUCATION AND TRAINING COMMAND
EFFORTS WITH EMPHASIS ON DESIGN IMPROVEMENTS THAT WILL ENHANCE
BANDWIDTH, THEREBY IMPROVING THE ACCESSIBILITY OF SEA WARRIOR FOR
UNITS AT SEA. IN THE MEANTIME, CLIENT SERVER JASS IS STILL
AVAILABLE FOR REQUISITION DOWNLOAD.
6. FUTURE SOFTWARE UPDATES ARE EXPECTED TO MATCH SAILORS’ CURRENT
SKILLS, DUTY PREFERENCES, AND ASSOCIATED PERMANENT CHANGE-OF-STATION
COSTS TO ATTAIN AN OVERALL SCORE FOR SELECTED REQUISITIONS. GAINING
COMMANDS WILL BE ABLE TO USE THIS INFORMATION TO COMPARE AND RANK
ALL APPLICANTS. THESE ADDITIONAL FUNCTIONALITIES WILL BE ROLLED OUT
AS QUICKLY AS POSSIBLE WITH THE NOTION THAT THIS IS WORK IN PROGRESS
