GENTEXT/REMARKS/1. THE PURPOSE OF THIS MESSAGE IS TO PROVIDE FURTHER
GUIDANCE ON THE BLUE-TO-GREEN PROGRAM. THIS PROGRAM OFFERS THE
OPTION FOR SAILORS TRANSITIONING FROM THE NAVY TO CONTINUE THEIR
ACTIVE DUTY SERVICE WITH THE ARMY AND NOT EXPERIENCE A BREAK IN
SERVICE. THE SAILOR CAN RETAIN THE BENEFITS OF ACTIVE SERVICE IN

THE ARMY WHILE USING THE VALUABLE TRAINING, KNOWLEDGE, SKILLS, AND
ABILITIES DEVELOPED IN THE NAVY.
2. THE BLUE-TO-GREEN PROGRAM IS NOT AN EARLY RELEASE PROGRAM, AND A
SAILOR’S OBLIGATED ACTIVE SERVICE WILL NOT BE ADJUSTED SOLELY TO
TAKE ADVANTAGE OF THIS VOLUNTARY PROGRAM. IN THE EVENT AN EARLY
SEPARATION IS APPROVED UNDER AN AUTHORIZED EARLY RELEASE PROGRAM, AS
DEFINED IN THE MILITARY PERSONNEL MANUAL, OR A CHIEF OF NAVAL
OPERATIONS ANNOUNCED PROGRAM, THE SAILOR MAY ELECT TO UTILIZE THE
BLUE-TO-GREEN PROGRAM TO COORDINATE ENTRANCE INTO THE ARMY.
3. BENEFITS OF BLUE TO GREEN INCLUDE:
A. CONTINUATION OF RANK FOR E-1 THROUGH E-4. APPLICANTS IN THE
GRADES OF E-5 AND ABOVE WILL HAVE RANK ELIGIBILITY DETERMINED BY THE
ARMY HUMAN RESOURCES COMMAND.
B. CARRY OVER UNUSED LEAVE.
C. RETAIN ELIGIBILITY TO OCCUPY GOVERNMENT FAMILY QUARTERS OR
GOVERNMENT CONTRACTED HOUSING WHILE THE SAILOR ATTENDS THE ARMY S
WARRIOR TRANSITION COURSE.
4. COMMANDS ARE ENCOURAGED TO ASSIST ELIGIBLE SAILORS WHO EXPRESS
INTEREST IN THIS VOLUNTARY PROGRAM. SAILORS WHO DESIRE
PARTICIPATION IN THE BLUE-TO-GREEN PROGRAM SHOULD OBTAIN ASSISTANCE

FROM THE COMMAND CAREER COUNSELOR. A DEPARTMENT OF DEFENSE FORM
368, REQUEST FOR CONDITIONAL RELEASE, SHOULD BE OBTAINED FROM AN
ARMY RECRUITER, OR VIA THE WEBSITE AT WWW.GOARMY.COM/BTG/INDEX.JSP.
THE COMPLETED DEPARTMENT OF DEFENSE FORM 368 AUTHORIZES THE ARMY TO
INITIATE ADMINISTRATIVE PROCESSING, OBTAIN ENLISTMENT WAIVERS OR
EXCEPTIONS, AND OTHER REQUIREMENTS THAT MAY BE NEEDED IN ORDER TO
ENSURE TRANSFER ON THE DAY FOLLOWING THE SAILOR’S EXPIRATION OF
ACTIVE OBLIGATED SERVICE. COMMANDING OFFICERS AND OFFICERS IN
CHARGE ARE AUTHORIZED TO COMPLETE AND SIGN THE DEPARTMENT OF DEFENSE
FORM 368, VERIFYING THE SAILOR S SEPARATION DATE FROM THE NAVY.
SINCE THE SAILOR WILL NOT BE RELEASED UNTIL THE END OF ACTIVE
OBLIGATED SERVICE, THE FOLLOWING MODIFICATIONS TO THE DEPARTMENT OF
DEFENSE FORM 368 MUST BE COMPLETED:
-BLOCK 5A:
LINE OUT “CONDITIONAL RELEASE IS GRANTED”. WRITE IN “SEE
REMARKS.”
-REMARKS:
WRITE IN “MEMBER WILL BE RETAINED IN THE NAVY TO THE END OF
EXPIRATION OF ACTIVE OBLIGATED SERVICE. APPROVAL OF THE CONDITIONAL
RELEASE, DEPARTMENT OF DEFENSE FORM 368, SERVES TO AUTHORIZE THE

ARMY TO INITIATE ADMINISTRATIVE PROCESSING OF THE INDIVIDUAL.
