SUBJ/CHANGES TO THE LIMITED DUTY AND ASSIGNMENT SCREENING PROCESS//

GENTEXT/REMARKS/1.  IN KEEPING WITH THE HUMAN CAPITAL STRATEGY, THE
NAVY IS IMPLEMENTING CHANGES TO THE LIMITED DUTY PROCESS IN AN
EFFORT TO ACHIEVE GREATER EFFICIENCY AND EXPEDITE THE RETURN OF
ELIGIBLE SAILORS TO A "RETURN TO DUTY" OR "FIT FOR DUTY" STATUS.
THIS IS BEING DONE TO RETURN OUR TRAINED AND SKILLED PERSONNEL TO
PRODUCTIVE SERVICE IN THE SHORTEST TIME POSSIBLE.  THE FOLLOWING
CHANGES ARE BEING IMPLEMENTED:
    A.  PERSONNEL MAY NOW BE PLACED IN A LIGHT DUTY STATUS (VICE
LIMITED DUTY) FOR A PERIOD NOT TO EXCEED 90 DAYS (ASSIGNED IN 30 DAY
INCREMENTS).
    B.  ABBREVIATED MEDICAL EVALUATION BOARD REPORTS CAN NOW BE
UTILIZED FOR 2 CONSECUTIVE 6 MONTH PERIODS OF LIMITED DUTY.
DICTATED MEDICAL EVALUATION BOARD REPORTS ARE NOW REQUIRED FOR
CUMULATIVE PERIODS OF LIMITED DUTY GREATER THAN 12 MONTHS FOR THE
SAME MEDICAL CONDITION.
    C.  ENLISTED PERSONNEL WILL BE LIMITED TO AN AGGREGATE 12 MONTHS
ON LIMITED DUTY (6-MONTH INCREMENTS) VICE 16 MONTHS.  LIMITED DUTY
PERIODS IN EXCESS OF 12 MONTHS REQUIRE COMNAVPERSCOM APPROVAL AND
WILL ONLY BE AUTHORIZED WHEN IT IS DETERMINED THAT THE MEDICAL
CONDITION WILL BE RESOLVED.  OTHERWISE, THE CASE WILL BE FORWARDED
TO PHYSICAL EVALUATION BOARD FOR THEIR FINDING.
    D.  ALL PERSONNEL WITH MEDICAL CONDITIONS THAT MEET THE LIMITED
DUTY CRITERIA AS DEFINED IN SECNAVINST 1850.4E, AND THE BUREAU OF
MEDICINE AND SURGERY MANUAL OF MEDICAL DEPARTMENT, CHAPTER 18, WILL
BE PLACED IN ACCOUNTING CATEGORY CODE 105 FOR ACCOUNTING PURPOSES,
INCLUDING SHORE DUTY PERSONNEL, AND ALL PERSONNEL REFERRED DIRECTLY
TO PHYSICAL EVALUATION BOARD.
    E.  COMMANDS AND MILITARY TREATMENT FACILITIES ARE STILL
REQUIRED TO APPOINT A LIMITED DUTY COORDINATOR WHO WILL NOW SERVE AS
THE POINT OF CONTACT FOR SCHEDULING AND TRACKING ALL LIMITED DUTY
RELATED FOLLOW UP AND REEVALUATION APPOINTMENTS.  PERSONNEL SUPPORT
DETACHMENTS WILL NO LONGER BE RESPONSIBLE FOR SCHEDULING MEDICAL
APPOINTMENTS FOR LIMITED DUTY PERSONNEL. COMMANDS ARE RESPONSIBLE
FOR MONITORING ALL ASPECTS OF THE LIMITED DUTY PROCESS FOR THEIR
LIMITED DUTY PERSONNEL.
    F.  MEMBERS WHO FAIL TO ATTEND SCHEDULED MEDICAL APPOINTMENTS
WILL BE HELD ACCOUNTABLE THROUGH THE UTILIZATION OF NON-JUDICIAL
PUNISHMENT, OR ADMINISTRATIVE PROCESSES.
    G.  AN ASSIGNMENT SCREENING MUST BE COMPLETED BY THE MILITARY
TREATMENT FACILITY WITHIN 15 DAYS AFTER THE SERVICE MEMBER IS FOUND
"RETURNED TO DUTY."  THE AVAILABILITY REPORT PREPARED BY THE
SERVICING PERSONNEL SUPPORT DETACHMENT WILL BE USED TO INFORM THE
DETAILER IF THE MEMBER IS "WORLDWIDE ASSIGNABLE" OR "ASSIGMENT
LIMITED."  THE FINDINGS OF THE SCREENING WILL ASSIST THE DETAILER IN
PRESCRIBING THE MEMBER'S NEXT DUTY ASSIGNMENT.
    H.  A SENIOR MEDICAL OFFICER WILL BE ASSIGNED TO COMNAVPERSCOM
(PERS-4821) TO FACILITATE THE EVALUATION OF SUBMITTED MEDICAL
BOARDS, ASSIGNMENT SCREENINGS, AND OPERATIONAL SCREENINGS.
    I.  A SERVICE MEMBER FOUND "FIT TO CONTINUE NAVAL SERVICE" BY
THE PHYSICAL EVALUATION BOARD BUT DETERMINED TO BE "ASSIGNMENT
LIMITED" DURING ASSIGNMENT, AND/OR OPERATIONAL SCREENING MAY BE
ADMINISTRATIVELY PROCESSED FOR SEPARATION PER MILPERSMAN 1910-120.
    J.  COMNAVPERSCOM (PERS-4821) WILL CONTINUE TO APPROVE/DENY ALL
OFFICER LIMITED DUTY REQUESTS, LIMITED DUTY REQUESTS IN EXCESS OF
THE INITIAL 12 MONTH PERIOD, AND ANY ADDITIONAL MEDICAL CONDITION
ARISING IN A MEMBERS CAREER THAT WOULD NECESSITATE A LIMITED DUTY
RECOMMENDATION.
    K.  MEDICAL BOARDS BEING ACCEPTED BY THE PHYSICAL EVALUATION
BOARD WILL CONTINUE TO BE THE ONLY REASON TO EXTEND FLEET
RESERVE, RETIREMENT, OR HIGH YEAR TENURE SEPARATION DATES.
2.  THE CHANGES DISCUSSED ABOVE WILL BE REFLECTED IN THE NEXT UPDATE
TO SECNAVINST 1850.4E, BUREAU OF MEDICINE AND SURGERYS MANUAL OF
MEDICAL DEPARTMENT, EPMACINST 5000.3D, AND BUMEDINST 1300.2A.  A
LIST OF REVISED MILITARY PERSONNEL MANNUAL ARTICLES, AND MORE
