GENTEXT/REMARKS/1.  OUR HUMAN CAPITAL STRATEGY IS ENABLING THE NAVY
TO BECOME AN INCREASINGLY SELECTIVE EMPLOYER OF CHOICE, ATTRACTING
AND RETAINING THE STRONGEST PERFORMERS, AND PROVIDING THE
OPPORTUNITY FOR CAREER DEVELOPMENT AND ADVANCEMENT.  THIS CREATES A
MORE COMPETITIVE ENVIRONMENT THAT DRIVES HIGH STANDARDS AND RETAINS

OUR BEST PERFORMERS.  AS PART OF OUR HUMAN CAPITAL STRATEGY, THE E5
HIGH YEAR TENURE LIMIT FOR UNITED STATES NAVY AND NAVAL RESERVE FULL
TIME SUPPORT PERSONNEL IS BEING ADJUSTED TO 14 YEARS.  THIS CHANGE
ONLY AFFECTS SAILORS ON ACTIVE DUTY.  SELECTED RESERVE PERSONNEL,
INCLUDING THOSE ON ACTIVE DUTY FOR SPECIAL WORK, 1-YEAR RECALL, AND
IN A MOBILIZED STATUS ARE NOT AFFECTED BY THIS CHANGE.  THIS CHANGE
WILL ENSURE ENLISTED COMMUNITIES PROVIDE DYNAMIC ADVANCEMENT
OPPORTUNITY, INCREASED QUALITY OF SERVICE, AND DELIVER QUALITY
PERSONNEL TO THE FLEET.
2.  EFFECTIVE 1 JUL 05, THE E5 HIGH YEAR TENURE LIMIT IS MODIFIED TO
14 YEARS, WITH THE FOLLOWING PHASE-IN PROCEDURES:
    A.  E5 SAILORS WITH 10 OR MORE YEARS OF TOTAL ACTIVE SERVICE
(DEFINED AS DAY-FOR-DAY ACCOUNTING OF ACTIVE SERVICE IN ANY MILITARY
BRANCH, INCLUDING COAST GUARD) ON 1 JUL 05 WILL FALL UNDER THE
PREVIOUS E5 HIGH YEAR TENURE LIMIT OF 20 YEARS.
    B.  E5 SAILORS WITH LESS THAN 10 YEARS OF TOTAL ACTIVE SERVICE
ON 1 JUL 05:
        (1) WILL BE SUBJECT TO THE 14-YEAR E5 HIGH YEAR TENURE LIMIT
REGARDLESS OF THEIR CURRENT CONTRACT EXPIRATION (EXTENSIONS NOT YET
MADE OPERATIVE WILL BE CANCELLED) UNLESS A HIGH YEAR TENURE WAIVER

IS GRANTED.
        (2) MAY NOT ENTER INTO A CONTRACT THAT EXCEEDS 14 YEARS OF
TOTAL ACTIVE SERVICE UNLESS PRIOR APPROVAL OF A HIGH YEAR TENURE
WAIVER IS GRANTED.
        (3) MAY REQUEST A HIGH YEAR TENURE WAIVER TO COINCIDE WITH
THE END OF THEIR ACTIVE OBLIGATED SERVICE IF CURRENTLY UNDER A
SELECTIVE REENLISTMENT BONUS CONTRACT THAT EXCEEDS THE REVISED
14-YEAR HIGH YEAR TENURE LIMIT.  SAILORS UNDER A SELECTIVE
REENLISTMENT BONUS CONTRACT EXCEEDING THE 14-YEAR E5 HIGH YEAR
TENURE LIMIT WHO ELECT NOT TO REQUEST A WAIVER, AND SAILORS UNDER A
SELECTIVE REENLISTMENT BONUS CONTRACT EXCEEDING THE 14-YEAR HIGH
YEAR TENURE LIMIT WHO REQUEST AND ARE DISAPPROVED FOR AN EXTENSION
MUST CONTACT THE SELECTIVE REENLISTMENT BONUS HELP DESK AT
901-874-3215/DSN 882 TO AVOID RECOUPMENT ACTION.  SAILORS UNDER A
SELECTIVE REENLISTMENT BONUS CONTRACT THAT EXCEEDS THE 14-YEAR E5
HIGH YEAR TENURE LIMIT WHO REQUEST AND ARE SUBSEQUENTLY APPROVED FOR
AN EXTENSION THAT MATCHES THE END OF ACTIVE OBLIGATED SERVICE
REQUIRE NO FURTHER ACTION RELATED TO SELECTIVE REENLISTMENT BONUS.
        (4) WILL HAVE THE OPPORTUNITY TO COMPETE FOR ADVANCEMENT TO
E6 THROUGH COMPLETION OF 14 YEARS OF TOTAL ACTIVE SERVICE.

UNDERMANNED SKILL AREA WITH GREATER ADVANCEMENT OPPORTUNITY.
3.  REDUCTION IN RATE:
    A.  E6 AND ABOVE SAILORS WITH 10 OR MORE YEARS OF TOTAL ACTIVE
SERVICE ON 1 JUL 05 AND ARE SUBSEQUENTLY REDUCED IN RATE TO E5 MAY
REMAIN ON ACTIVE DUTY, IF OTHERWISE ELIGIBLE, TO THE PREVIOUS E5
HIGH YEAR TENURE LIMIT OF 20 YEARS (OR TO THE APPROPRIATE HIGH YEAR
TENURE LIMIT FOR E6 OR ABOVE IF SUBSEQUENTLY ADVANCED).  IF AN
OTHERWISE ELIGIBLE MEMBER IN THIS CATEGORY ELECTS TO SEPARATE PRIOR
TO REACHING RETIREMENT ELIGIBILITY, IT WILL BE CONSIDERED A
VOLUNTARY SEPARATION.
    B.  E6 AND ABOVE SAILORS WITH LESS THAN 10 YEARS OF TOTAL ACTIVE
SERVICE ON 1 JUL 05 AND SUBSEQUENTLY REDUCED IN RATE TO E5:

4.  HIGH YEAR TENURE WAIVER REQUESTS WILL BE CONSIDERED ON A
CASE-BY-CASE BASIS, BUT WILL ONLY BE GRANTED IN EXTREME CASES
(UNLESS SERVING UNDER A SELECTIVE REENLISTMENT BONUS CONTRACT - SEE
PARAGRAPH 2B(3) ABOVE).  DISCUSS INDIVIDUAL WAIVER CASES WITH RATING
DETAILER AND ENLISTED COMMUNITY MANAGER.  ALL HIGH YEAR TENURE
WAIVER REQUESTS APPROVED BEFORE 1 JUL 05 WILL BE HONORED.
5.  CONTINUOUS SUBMARINE DUTY INCENTIVE PAY.  ALL E5 SAILORS DRAWING
CONTINUOUS SUBMARINE DUTY INCENTIVE PAY ON 1 JUL 05 WILL BE REVIEWED
BY THE SUBMARINE PAY DESK.  E5 SAILORS RECEIVING CONTINUOUS
SUBMARINE DUTY INCENTIVE PAY WITH A HIGH YEAR TENURE DATE GREATER
THAN 14 MONTHS BEYOND THEIR SHORE DUTY PROJECTED ROTATION DATE WILL
UNCLAS
SUBJ: ENLISTED E5 HIGH YEAR TENURE ADJUSTMENT
CONTINUE TO COLLECT CONTINUOUS SUBMARINE DUTY INCENTIVE PAY.  IF THE
HIGH YEAR TENURE DATE WOULD BE REACHED WITH LESS THAN 14 MONTHS OF
ACTIVE DUTY TIME BEYOND THE SHORE DUTY PROJECTED ROTATION DATE,
CONTINUOUS SUBMARINE DUTY INCENTIVE PAY WILL STOP.  THERE WILL BE NO
RECOUPMENT OF CONTINUOUS SUBMARINE DUTY INCENTIVE PAY ASSOCIATED
WITH THE IMPLEMENTATION OF THIS NEW E5 HIGH YEAR TENURE LIMIT.
6.  COMMANDS MUST COUNSEL SAILORS AFFECTED BY THE REDUCED HIGH YEAR
TENURE LIMIT, ADVISE THEM OF THE PROVISIONS OF THIS NAVADMIN, AND
ASSIST THEM IN CAREER PLANNING, AND IF APPLICABLE, PREPARATION FOR
SEPARATION OR TRANSITION TO THE RESERVE COMPONENT.
