THINKERS AND WHO FUNDAMENTALLY THINK IN A JOINT CONTEXT AT THE
OPERATIONAL AND STRATEGIC LEVELS OF WAR.  AS PART OF THE NAVY'S
EVOLVING STRATEGY FOR GROWTH AND DEVELOPMENT OF OUR PEOPLE, JPME
PHASE II DEVELOPS CRITICAL LEADERSHIP COMPETENCIES FOR THE MARITIME,
JOINT, INTERAGENCY, AND MULTINATIONAL ARENAS THROUGH ITS EXPANDED
ANALYSIS AND CRITICAL EXAMINATION OF THE CONCEPTS LEARNED DURING
JPME PHASE I.  JPME PHASE II IS AN EDUCATIONAL PREREQUISITE FOR
QUALIFICATION AS A JOINT SPECIALTY OFFICER (JSO) AS WELL AS A
REQUIREMENT FOR MANY JOINT DUTY ASSIGNMENTS (JDA).
2.  RECENT CHANGES IN JOINT EDUCATION POLICY HAVE INCREASED THE
OPPORTUNITY FOR OFFICERS TO ATTAIN A JPME PHASE II-LEVEL EDUCATION.
CURRENTLY, THERE ARE FOUR CJCS-ACCREDITED COURSES THAT FULFILL THE
PHASE II-LEVEL EDUCATIONAL OBJECTIVES:
    A.  NATIONAL WAR COLLEGE (NWC):  10 MONTH, SENIOR LEVEL (CAPT
AND CDR), SINGLE PHASE (EQUIVALENT TO PHASE I AND II) JOINT
PROFESSIONAL MILITARY EDUCATION COURSE OF INSTRUCTION AT THE
NATIONAL DEFENSE UNIVERSITY, WASHINGTON DC; A MASTERS DEGREE IS
ALSO EARNED IN CONJUNCTION WITH THIS COURSE OF STUDY.
    B.  INDUSTRIAL COLLEGE OF THE ARMED FORCES (ICAF):  10 MONTH,

SENIOR LEVEL (CAPT AND CDR), SINGLE PHASE JOINT PROFESSIONAL
MILITARY EDUCATION COURSE OF INSTRUCTION AT THE NATIONAL DEFENSE

CONJUNCTION WITH THIS COURSE OF STUDY.
    C.  JOINT ADVANCED WARFIGHTING SCHOOL (JAWS):  10 MONTH, SENIOR
AND INTERMEDIATE LEVEL (CDR AND LCDR), SINGLE PHASE JOINT
PROFESSIONAL MILITARY EDUCATION COURSE OF INSTRUCTION AT THE JOINT
FORCES STAFF COLLEGE, NORFOLK, VA.  A MASTERS DEGREE IS ALSO EARNED
IN CONJUNCTION WITH THIS COURSE OF STUDY.  ADDITIONALLY, JAWS
GRADUATES ARE DESIGNATED AS JOINT PLANNERS.
    D.  JOINT AND COMBINED WARFIGHTING SCHOOL (JCWS):  10 WEEK, JPME
PHASE II COURSE OF INSTRUCTION AT THE JOINT FORCES STAFF COLLEGE
(JFSC), NORFOLK, VA FOR CAPT, CDR, AND LCDR.  A MASTERS DEGREE IS
NOT AWARDED WITH THE JFSC COURSE.
3.  RECENT CHANGES IN LEGISLATION WILL ALLOW JPME PHASE II TO BE
TAUGHT AT THE SENIOR LEVEL SERVICE COLLEGES IN ACADEMIC YEAR 2007,
BEGINNING WITH CLASSES CONVENING IN AUGUST 2006.  THESE COURSES ARE
10-MONTH PROGRAMS OPEN TO CAPTAINS AND COMMANDERS AS APPORTIONED IN
THE JOINT PROFESSIONAL MILITARY EDUCATION QUOTA PLAN.  INSTITUTIONS
INCLUDED ARE:

    A.  COLLEGE OF NAVAL WARFARE (CNW), NAVAL WAR COLLEGE, NEWPORT,

    B.  ARMY WAR COLLEGE, CARLISLE, PA

    D.  USMC WAR COLLEGE (TOP LEVEL), QUANTICO, VA
4.  SENIOR LEVEL FOREIGN WAR COLLEGES ARE NOT ACCREDITED FOR JOINT
PROFESSIONAL MILITARY EDUCATION PHASE II; HOWEVER, GRADUATES OF
SENIOR FOREIGN WAR COLLEGES WILL CONTINUE TO RECEIVE PHASE I CREDIT
AND WILL BE AFFORDED THE OPPORTUNITY TO ATTEND THE 10-WEEK JOINT AND
COMBINED WARFIGHTING SCHOOL FOR PHASE II COMPLETION.
5.  PRESENTLY, COMPLETION OF JOINT PROFESSIONAL MILITARY EDUCATION
PHASE I IS NOT A PREREQUISITE TO ATTEND A SENIOR LEVEL COLLEGE.
COMMENCING FY 2010, HOWEVER, THE COMPLETION OF JPME PHASE I CREDIT
WILL BE A PREREQUISITE FOR ATTENDANCE AT A SENIOR LEVEL COLLEGE.
AFTER SEPTEMBER 2009, SENIOR LEVEL SERVICE COLLEGES WILL EXCLUSIVELY
TEACH JPME PHASE II.
