GENTEXT/REMARKS/1. AS A RESULT OF CONTINUED HIGH REENLISTMENT RATES,
LOW ATTRITION RATES, AND RECRUITING SUCCESS NAVY IS EXTENDING EARLY
SEPARATION OPPORTUNITIES TO SAILORS WHO MEET ELIGIBILITY
REQUIREMENTS.
2. THE FY-05 EARLY TRANSITION PROGRAM IS A VOLUNTARY PROGRAM AND

APPLIES TO ENLISTED SERVICE MEMBERS INCLUDING ACTIVE, RESERVE, FULL
TIME SUPPORT, AND CANVASSER RECRUITERS. THIS PROGRAM DOES NOT APPLY
TO SELECTED RESERVE PERSONNEL (INCLUDING MOBILIZED RESERVISTS).
3. COMMANDING OFFICERS HAVE THE AUTHORITY TO GRANT EARLY SEPARATION
OF UP TO 90 DAYS FOR REASONS LISTED IN MILPERSMAN 1910-100. THIS
NAVADMIN DOES NOT AFFECT THAT AUTHORITY, BUT IS INSTEAD AN
ADDITIONAL EARLY SEPARATION PROGRAM.
4. EFFECTIVE IMMEDIATELY, ANY QUALIFIED ENLISTED SERVICE MEMBER
WHOSE EXPIRATION OF ACTIVE OBLIGATED SERVICE, INCLUDING A QUALIFYING
OPERATIVE EXTENSION, IS PRIOR TO 1 OCT 05, MAY SUBMIT A REQUEST FOR
EARLY SEPARATION TO COMNAVPERSCOM (PERS-4832) VIA THEIR COMMANDING
OFFICER. THE REQUESTED SEPARATION DATE UNDER THIS PROGRAM MUST BE
NO LATER THAN 15 AUG 05 (THE SERVICE MEMBER MUST BE SEPARATED BY
THIS DATE). A WAIVER OF THIS REQUIREMENT WILL NOT BE CONSIDERED.
THE COMMANDING OFFICER MAINTAINS FINAL DISAPPROVAL AUTHORITY UNDER
THIS NAVADMIN, AND NEED NOT FORWARD TO COMNAVPERSCOM ANY REQUESTS
THEY DEEM UNSUPPORTABLE. ALSO, DO NOT FORWARD ANY EARLY OUT
REQUESTS THAT REQUIRE ZERO MONTHS GAP FOR RELIEF. FINAL APPROVAL
AUTHORITY (FOR REQUESTS WITH A POSITIVE COMMANDING OFFICER
ENDORSEMENT) RESTS WITH COMNAVPERSCOM PERS-4832. THE REQUEST FOR

EARLY SEPARATION UNDER THIS PROGRAM DOES NOT HAVE TO MEET THE
CRITERIA LISTED IN MILPERSMAN 1910-100.
5. COMMANDING OFFICERS MUST CAREFULLY WEIGH RATING AND NEC MANNING
OF THEIR UNIT, PROSPECTIVE GAINS, PROJECTED OPERATIONAL AND FLEET
RESPONSE PLAN SCHEDULE, ETC, IN DETERMINING WHETHER TO FORWARD A
MEMBER’S REQUEST TO COMNAVPERSCOM. COMMANDS RECOMMENDING APPROVAL
OF EARLY SEPARATION SHOULD NOT EXPECT A RELIEF UNTIL THE SERVICE
MEMBER’S ORIGINAL EXPIRATION OF ACTIVE OBLIGATED SERVICE OR
PROJECTED ROTATION DATE, WHICHEVER IS EARLIER. CONTACT THE
APPROPRIATE RATING DETAILER TO DETERMINE RELIEF AVAILABILITY.
6. AS THIS IS AN EARLY RELEASE POLICY, COMMANDING OFFICERS MAY
GRANT SEPARATION LEAVE. PERMISSIVE TEMPORARY DUTY (PTDY) AND
INVOLUNTARY SEPARATION PAY ARE NOT AUTHORIZED AS THIS IS A VOLUNTARY
SEPARATION PROGRAM.
7. SUBMISSION GUIDELINES:
A. A REQUEST FOR EARLY SEPARATION OF UP TO 90 DAYS FOR ANY
REASON LISTED IN MILPERSMAN 1910-100 SHALL BE SUBMITTED TO THE
SERVICE MEMBERS COMMANDING OFFICER FOR FINAL APPROVAL. A
COMMANDING OFFICER IS UNDER NO OBLIGATION TO APPROVE A REQUEST,
PARTICULARLY IF EARLY SEPARATION WILL NEGATIVELY IMPACT COMMAND

READINESS.
B. A REQUEST FOR EARLY SEPARATION OF UP TO 90 DAYS FOR A REASON
NOT LISTED IN MILPERSMAN 1910-100 SHALL BE REQUESTED BY SUBMITTING
AN ENLISTED PERSONNEL ACTION REQUEST (NAVPERS 1306/7) TO
COMNAVPERSCOM (PERS-4832) VIA THE SERVICE MEMBERS COMMANDING
OFFICER. THE REQUEST MUST INDICATE THE DESIRED SEPARATION DATE.
C. A REQUEST FOR EARLY SEPARATION OF GREATER THAN 90 DAYS FOR
ANY REASON SHALL BE REQUESTED BY SUBMITTING AN ENLISTED PERSONNEL
ACTION REQUEST (NAVPERS 1306/7) TO COMNAVPERSCOM (PERS-4832) VIA THE
SERVICE MEMBERS COMMANDING OFFICER. THE REQUEST MUST INDICATE THE
DESIRED SEPARATION DATE.
D. A REQUEST FOR SEPARATION UNDER THIS NAVADMIN MUST BE
RECEIVED BY COMNAVPERSCOM (PERS-4832) NO LATER THAN 1 AUG 05. A

8. ELIGIBILITY. ANY SERVICE MEMBER (ACTIVE, RESERVE, FULL TIME

C. A SERVICE MEMBER IN A NUCLEAR RATING.
D. A SERVICE MEMBER IN A RATING OR ASSIGNED A NAVY ENLISTED
CLASSIFICATION CODE UNDER ANY STOP-LOSS ORDER IN EFFECT AT THE TIME
OF SUBMISSION. SHOULD A STOP-LOSS ORDER BE PUT INTO EFFECT FOR A
MEMBER’S RATING OR NAVY ENLISTED CLASSIFICATION CODE AFTER
COMNAVPERSCOM APPROVAL, THAT APPROVAL WILL BE CANCELLED AND THE
MEMBER IS TO BE RETAINED UNTIL THE STOP-LOSS IS LIFTED.
9. EXTENSIONS. A SERVICE MEMBER WITH AN AGREEMENT TO EXTEND
ENLISTMENT (NAVPERS 1070/621) THAT BECOMES OPERATIVE BEFORE 30 SEP
05 MAY REQUEST EARLY SEPARATION UNDER THIS PROGRAM IN CONJUNCTION
WITH A REQUEST TO CANCEL THE EXTENSION. THE REQUEST TO CANCEL THE
EXTENSION AND SEPARATE EARLY WILL BE SUBMITTED ON THE SAME ENLISTED
PERSONAL ACTION REQUEST (NAVPERS 1306/7) TO COMNAVPERSCOM
(PERS-4832). COMMANDS RECOMMENDING CANCELLATION OF AN EXTENSION
MUST INCLUDE JUSTIFICATION ON THE REQUEST.

10. DEPARTMENT OF DEFENSE AREA TOURS. A QUALIFIED SERVICE MEMBER
MAY BE SEPARATED EARLY PROVIDED THEY MEET DEPARTMENT OF DEFENSE AREA
TOUR LENGTH REQUIREMENTS. DEPARTMENT OF DEFENSE AREA TOUR LENGTH
WAIVERS WILL NOT BE GRANTED UNDER THIS PROGRAM.
11. BENEFITS
A. MONTGOMERY GI BILL. A SERVICE MEMBER ENROLLED IN THE
MONTGOMERY GI BILL PROGRAM WHO IS HONORABLY DISCHARGED/RELEASED FROM
ACTIVE DUTY UNDER THIS PROGRAM, IS ENTITLED TO 1 MONTH OF BENEFITS
FOR EACH FULL MONTH SERVED ON ACTIVE DUTY UP TO A MAXIMUM OF 36
MONTHS. THOSE DISCHARGED UNDER THIS PROGRAM WHO HAVE SERVED 20
MONTHS OF A 2-YEAR TERM OF SERVICE, OR 30 MONTHS OF A 3-YEAR OR
GREATER TERM OF SERVICE, WILL RECEIVE 36 MONTHS OF BENEFITS. THIS
NAVADMIN DOES NOT AUTHORIZE A SERVICE MEMBER TO ENROLL IN THE
MONTGOMERY GI BILL PROGRAM IF THEY PREVIOUSLY DECLINED ENROLLMENT OR
WERE NOT ELIGIBLE FOR ENROLLMENT.

B. VETERANS BENEFITS. THOSE SERVING ON ACTIVE DUTY FOR MORE
THAN 180 DAYS ARE NORMALLY ELIGIBLE FOR ALL VETERANS AFFAIRS
BENEFITS, WITH THE EXCEPTION OF VA HOME LOAN PROGRAM BENEFITS, IN
WHICH 2 YEARS OF ACTIVE DUTY IS REQUIRED FOR ELIGIBILITY. VOLUNTARY
EARLY SEPARATION FOR A SERVICE MEMBER WITH LESS THAN 2 YEARS ACTIVE
DUTY IS A DISQUALIFYING FACTOR FOR THIS BENEFIT. CONTACT THE LOCAL
VETERANS ADMINISTRATION REGIONAL OFFICE FOR FURTHER INFORMATION ON
BENEFITS. COMMANDS SHALL ENSURE AN ADMINISTRATIVE REMARKS (NAVPERS
1070/613) IS SIGNED STATING THE SERVICE MEMBER WAS BRIEFED ON THE
POTENTIAL LOSS OF VETERANS ADMINISTRATION BENEFITS.
12. RECOUPMENT OF ENLISTMENT BONUS. RECOUPMENT FOR THE UNSERVED
PORTION OF ACTIVE DUTY WILL BE REQUIRED FOR THOSE WHO RECEIVED SUCH

BONUSES AND WHO ARE SEPARATED EARLY UNDER AUTHORITY OF THIS NAVADMIN.
13. SELECTIVE REENLISTMENT BONUS. A SERVICE MEMBER ON A SELECTIVE
REENLISTMENT BONUS CONTRACT IS NOT ELIGIBLE FOR EARLY SEPARATION
UNDER THIS NAVADMIN.
14. TRANSITION SERVICES APPLY TO ALL SEPARATING PERSONNEL. THERE IS
NO SEPARATION INCENTIVE OR SPECIAL PAY OFFERED IN CONJUNCTION WITH
THIS EARLY RELEASE.
15. NAVY RESERVE AFFILIATION. A SERVICE MEMBER REQUESTING EARLY
TRANSITION IS STRONGLY ENCOURAGED TO EXPLORE THE OPPORTUNITY TO
SERVE AS A MEMBER OF THE NAVY RESERVE. NAVY RESERVE RECRUITERS ARE

BREAK IN SERVICE. IT IS NOT AN EARLY RELEASE PROGRAM. IN THE EVENT
A SAILOR IS APPROVED FOR EARLY SEPARATION UNDER THE PROVISIONS OF
THIS NAVADMIN, THE SAILOR MAY ELECT TO UTILIZE THE BLUE-TO-GREEN
