RMKS/1.  THIS NAVADMIN SOLICITS APPLICATIONS AND PROVIDES 
SUPPLEMENTAL GUIDANCE FOR THE FY07 OLMSTED SCHOLAR PROGRAM.
WHERE INFORMATION DIFFERS BETWEEN THIS NAVADMIN AND REF A, 
THIS NAVADMIN TAKES PRECEDENCE. 
2.  THE OLMSTED SCHOLAR PROGRAM PROVIDES TWO YEARS OF GRADUATE
STUDY IN A FOREIGN LANGUAGE AND OTHER CULTURAL TRAVEL EXPERIENCES 
AT A FOREIGN UNIVERSITY.  UP TO FIVE NAVY OFFICERS MAY BE ADMITTED
TO THE PROGRAM DURING THIS ENROLLMENT YEAR.  APPLICANTS SHOULD BE
AVAILABLE TO COMMENCE LANGUAGE TRAINING IN SUMMER/FALL 06, BEGIN 
STUDY AT A FOREIGN UNIVERSITY IN 07, AND COMPLETE STUDY IN 09.  
A SELECTION BOARD WILL CONVENE IN OCT 05 TO SELECT NOMINEES FROM 
WHICH THE OLMSTED FOUNDATION BOARD WILL SELECT SCHOLARS.
3.  THIS SCHOLARSHIP OPPORTUNITY SUPPORTS THE DEFENSE LANGUAGE
TRANSFORMATION ROADMAP AND FOREIGN AREA OFFICER PROGRAM BY 
PROVIDING FOREIGN LANGUAGE EDUCATION AND CULTURAL IMMERSION TO 
PARTICIPATING OFFICERS.  GLOBAL AFFAIRS REQUIRE LANGUAGE 
PROFICIENCY/REGIONAL EXPERTISE WITHIN THE NAVAL SERVICE.  
ALTHOUGH THIS SCHOLARSHIP PROGRAM IS OPEN TO ALL REGIONS OF THE 
WORLD, PRIORITY WILL BE GIVEN TO THOSE WHOSE LANGUAGES WILL FILL 
A CRITICAL NEED OF THE NAVY.
4.  OFFICERS WITH THE FOLLOWING QUALIFICATIONS MAY APPLY FOR THE 
PROGRAM: 
    A.  ACTIVE DUTY REGULAR OR RESERVE COMMISSIONED LINE OFFICERS.
    B.  AT LEAST 3 YEARS BUT NOT MORE THAN 11 YEARS OF ACTIVE DUTY
AS OF 1 APR 06.
    C.  SUPERIOR SCHOLASTIC ABILITY.
    D.  FOREIGN LANGUAGE APTITUDE.  HOWEVER, BACKGROUND OR 
EXPERIENCE IN CHOSEN COUNTRIES/LANGUAGES IS NOT REQUIRED.
    E.  EXCEPTIONAL MILITARY PERFORMANCE.
5.  APPLICANTS WILL SUBMIT THE FOLLOWING INFORMATION WITH 
COMMANDING OFFICER'S ENDORSEMENT:
    A.  RANK, NAME, SOCIAL SECURITY NUMBER, DESIGNATOR.
    B.  WORK/HOME ADDRESSES, WORK/HOME TELEPHONE NUMBERS, AND WORK/
HOME E-MAIL ADDRESSES.
    C.  COMMISSIONING SOURCE, YEAR GROUP.
    D.  FOREIGN LANGUAGE BACKGROUND.
    E.  ONE PAGE ESSAY WRITTEN BY OFFICER EXPLAINING WHY HE/SHE 
WANTS TO BE AN OLMSTED SCHOLAR.
    F.  DEFENSE LANGUAGE APTITUDE BATTERY (DLAB) SCORES.
COMMANDING OFFICERS MAY OBTAIN DLAB TEST FROM:  COMMANDING OFFICER, 
NAVAL EDUCATION AND TRAINING PROFESSIONAL DEVELOPMENT AND

    G.  GRADUATE RECORD EXAMINATION (GRE) SCORES.  INFORMATION ON 
THE GRE MAY BE OBTAINED FROM THE LOCAL NAVY COLLEGE OFFICE OR ON 
THE WEB AT WWW.GRE.ORG.
    H.  COLLEGE TRANSCRIPT(S) OF ALL COURSES TAKEN.
6.  APPLICATION PACKAGES, INCLUDING INFORMATION REQUIRED IN PARA 8 
OF THIS MESSAGE, AND THE COMMAND ENDORSEMENT MUST REACH COMMANDING

7.  OFFICERS PREVIOUSLY NOMINATED FOR THE PROGRAM WHO ARE INTERESTED
IN HAVING THEIR RECORD SCREENED BY THE BOARD FOR THE CURRENT YEAR 
NEED NOT REAPPLY.  INSTEAD, THEY SHOULD NOTIFY NETPDTC (CODE N2A2) 
IN WRITING, VIA THEIR COMMANDING OFFICER, AND MUST ENSURE 
INFORMATION IN PARAS 5A THROUGH 5H AND 8 OF THIS MESSAGE ARE CURRENT 
AND ON FILE WITH NETPDTC (CODE N2A2) BY 16 SEP 05.
8.  NEW APPLICANTS AND PRIOR NOMINEES MUST CONTACT THEIR DETAILER 
FOR COUNSELING ON THE POSITIVE CAREER IMPACT OF PARTICIPATION IN 
THE OLMSTED SCHOLAR PROGRAM AND OPPORTUNITIES OF A FUTURE 
ASSIGNMENT WITHIN A FAO-CODED BILLET.  IN ORDER TO BE CONSIDERED 
BY THE SELECTION BOARD, A WRITTEN/SIGNED STATEMENT OF DETAILER 
CONCURRENCE MUST BE INCLUDED IN THE NOMINATION PACKAGE AUTHORIZING 
RELEASE TO THE OLMSTED SCHOLAR PROGRAM IF SELECTED.  DETAILER 
COUNSELING SHOULD BE INDIVIDUALIZED AND BASED ON REGULATORY 
GUIDANCE.  DETAILERS WILL PROVIDE CONCURRENCE STATEMENTS FOR ALL 
APPLICANTS PRIOR TO THE CONVENING OF THE NAVY SELECTION BOARD.  
SAMPLE STATEMENT IS AS FOLLOWS:
    "I, (RANK, NAME), HAVE BEEN ADVISED BY MY DETAILER, (RANK, 
NAME), OF THE IMPACT OF PROGRAM PARTICIPATION ON MY CAREER.  HE/SHE 
CONCURS WITH MY DECISION TO PARTICIPATE AND AGREES WITH MY 
ASSIGNMENT TO THE OLMSTED SCHOLAR PROGRAM ACCORDING TO PROGRAM 
GUIDANCE."
