GENTEXT/REMARKS/1.  UNDERSTANDING AND LEVERAGING THE STRENGTH OF
DIVERSITY AT ALL LEVELS OF OUR NAVY IS A SIGNIFICANT ELEMENT OF OUR
HUMAN CAPITAL STRATEGY AND CONTRIBUTES DIRECTLY TO THE SUCCESS AND
CAPABILITY OF OUR 21ST CENTURY NAVY.  TO SUPPORT THIS UNDERSTANDING
AND DEVELOP OUR CURRENT AND FUTURE LEADERS, THE NATIONAL NAVAL

OFFICERS ASSOCIATION WILL HOLD ITS THIRTY-THIRD ANNUAL NATIONAL
PROFESSIONAL DEVELOPMENT AND TRAINING CONFERENCE FROM 8-12 AUGUST
2005 AT THE HILTON NEW ORLEANS RIVERSIDE, NEW ORLEANS, LA.
THIS YEAR'S THEME IS "NATIONAL NAVAL OFFICERS ASSOCIATION:
CELEBRATING THE PAST, BUILDING FUTURE LEADERS."
2.  THE PRIMARY MISSION OF THE ASSOCIATION IS TO ASSIST THE NAVY,
COAST GUARD, AND MARINE CORPS IN RECRUITMENT, RETENTION, AND
PROFESSIONAL DEVELOPMENT OF MINORITY OFFICERS.  THIS IS ACCOMPLISHED
THROUGH POSITIVE IMAGE ENHANCEMENT IN MINORITY COMMUNITIES AND
EDUCATIONAL INSTITUTIONS, AND BY DEVELOPING THE CAREERS OF OFFICERS
THROUGH TRAINING, MENTORING, AND NETWORKING.  THE CONFERENCE
INCLUDES EDUCATIONAL AND DEVELOPMENTAL SESSIONS DESIGNED TO ENHANCE
THE PROFESSIONAL KNOWLEDGE OF ATTENDEES.
3.  CONFERENCE UNIFORM FOR NAVY PERSONNEL WILL BE SUMMER WHITE AND
COAT AND TIE FOR CIVILIANS.  NAVY UNIFORM FOR THE FORMAL BANQUET
WILL BE DINNER DRESS WHITE JACKET (DINNER DRESS WHITE FOR 03 AND
BELOW), AND BLACK TIE OR EQUIVALENT FOR CIVILIANS AND GUESTS.
4.  IF COMMAND TRAVEL FUNDS ARE NOT AVAILABLE, NO-COST TEMPORARY
ADDITIONAL DUTY ORDERS MAY BE ISSUED.  USE OF AVAILABLE GOVERNMENT
TRANSPORTATION IS ENCOURAGED TO ENHANCE CONFERENCE PARTICIPATION AND
