RMKS/1. NHA WILL HOLD ITS ANNUAL SYMPOSIUM IN SAN DIEGO, CA, FROM
11-14 APRIL 2005. THIS YEAR’S NHA SYMPOSIUM THEME,
“ROTARY REVOLUTION – A CHANGING OF THE GUARD”, FOCUSES ON THE WAR
AGAINST TERRORISM, THE FUTURE OF NAVAL HELICOPTER
AVIATION AND WILL SHOWCASE THE HELO MASTER PLAN, IMPROVEMENTS IN
AIRFRAME AND SENSOR CAPABILITIES, PROJECTED MISSION
EXPANSION, AND FUTURE PLANS INCLUDING CONCEPT OF OPERATIONS AND
COMMUNITY REALIGNMENT.
2. NHA CONSISTS OF OVER 2,600 ACTIVE DUTY, RESERVE, RETIRED AND
CORPORATE MEMBERS AND IS DEDICATED TO THE GOAL OF
ENHANCING THE PROFESSIONALISM OF MILITARY MEMBERS WORKING IN THE
FIELD OF ROTARY-WING AVIATION. THE NHA ANNUAL SYMPOSIUM
PROVIDES THE OPPORTUNITY FOR ARMED FORCES-WIDE DISCUSSION OF A BROAD
RANGE OF PROFESSIONAL AND CAREER ISSUES OF INTEREST
AND CONCERN TO ITS EXTENSIVE AND DIVERSE MEMBERSHIP. IT IS A FORUM
WHERE MEMBERS CAN ADDRESS AND WORK TOGETHER TO PRESENT
INNOVATIVE SOLUTIONS TO PRESENT ISSUES AND TOMORROW’S ROTARY WING
CHALLENGES.
3. PER REFS A AND B, COMMANDING OFFICERS MAY ISSUE ORDERS FOR
ATTENDANCE AT GOVERNMENT EXPENSE AFTER DETERMINING THAT THE

EXPENSES, INCLUDING FEES, TRAVEL COSTS AND OTHER COSTS ATTRIBUTABLE
TO PARTICIPATION, JUSTIFY THE OBJECTIVES TO BE ACHIEVED.
GOVERNMENT EXPENSE SHOULD BE MINIMIZED BY DESIGNATING THE MINIMUM
NUMBER OF PARTICIPANTS NECESSARY TO ACQUIRE AND RELATE
INFORMATION FROM THE MEETING TO OTHER MEMBERS OF THE ORGANIZATION.
TAD ORDERS MAY COVER EXPENSES INCIDENT TO ATTENDANCE AT
AND PARTICIPATION IN THE CONFERENCE INCLUDING TRANSPORTATION, PER
DIEM, AND REGISTRATION FEES IAW JFTR AND JTR. IF FUNDS
ARE NOT AVAILABLE, PERMISSIVE TAD ORDERS MAY BE ISSUED. UTILIZATION
OF AVAILABLE GOVERNMENT TRANSPORTATION IS ENCOURAGED
TO ENHANCE CONFERENCE PARTICIPATION AND TO HELP DEFRAY THE COST OF
TAD ORDERS.
4. IN ORDER TO ACHIEVE THE MOST COST-EFFECTIVE TRANSPORTATION
AVAILABLE, CONSOLIDATION OF SYMPOSIUM TRANSPORTATION
REQUIREMENTS IS REQUIRED. USE OF NAVY OPERATIONAL SUPPORT AIRLIFT
(OSA) AND NAVY UNIQUE FLEET ESSENTIAL AIRCRAFT (NUFEA)
IS THEREFORE AUTHORIZED SUBJECT TO THE FOLLOWING GUIDELINES:
A. AIRLIFT NOT TO INTERFERE WITH FLEET REQUIREMENTS OR OTHER HIGHER
PRIORITIES.
B. AIRLIFT WILL BE SCHEDULED PER APPROPRIATE INSTRUCTIONS REGARDING

NUMBER OF PAX ON FUNDED ORDERS. REMAINING SPACE MAY BE
USED BY OTHER ATTENDEES ON A SPACE AVAILABLE BASIS. THIS NAVADMIN
WILL NOT SERVE AS A BLANKET AUTHORIZATION FOR THE USE
OF MILITARY AIR.
C. SPACE AVAILABLE FOR NHA ATTENDEES SHOULD BE RESTRICTED TO
NAVY/MARINE/COAST GUARD PERSONNEL (IN UNIFORM) WHO WILL
ATTEND AND ACTIVELY PARTICIPATE IN THE NHA SYMPOSIUM.
D. REQUEST COMNAVAIRPAC, COMNAVAIRLANT, CNATRA, AND COMNAVAIRRESFOR,
DESIGNATE A SINGLE POC FOR ALL TRANSPORTATION
COORDINATION.
