RMKS/1.  THE ANNUAL ASSOCIATION OF NAVAL AVIATION (ANA) MEETING 
AND REUNION WILL BE HELD AT THE MARRIOTT MISSION VALLEY HOTEL IN 
SAN DIEGO, CA FROM 1-4 JUNE 2005.  THIS YEAR'S TOPICS WILL FOCUS ON 
WHAT THE NAVY/MARINE CORPS/COAST GUARD TEAM HAS ACCOMPLISHED IN THE 
LAST YEAR, AND A LOOK AHEAD TO NEW PLANS AND ACQUISITIONS.  THE 
FOLLOWING NAVAL AVIATION PROFESSIONAL DEVELOPMENT FORUMS ARE 
SCHEDULED FOR PRESENTATION AND DISCUSSION: 
    A.  USMC BRIEFINGS, TOUR, AND STATIC DISPLAYS AT MCAS MIRAMAR. 
    B.  USCG OPS AND FUTURE ACQUISITION. 
    C.  SPECIAL FORCES PRESENTATION ON RECENT OPS AND COORDINATION 
WITH AVIATION UNITS. 
    D.  NAVY DAY, FEATURING BRIEFINGS BY CVW-2 ON USS ABRAHAM 
LINCOLNS FRP DEPLOYMENT AND TSUNAMI RELIEF IN SOUTHEAST ASIA; 
TACTICAL UPDATE BY RADM J. R. HINES, DEPUTY CDR, THIRD FLEET 
THURSDAY WILL FEATURE PRESENTATION OF THE ANNUAL ANA AWARDS TO 
MEMBERS OF THE SEA SERVICES AT A LUNCHEON, AND AN INFORMAL FLIGHT 
SUIT/JACKET EVENING RECEPTION HONORING ACTIVE DUTY MEMBERS ATTENDING 
THE REUNION AND OTHER INVITED MILITARY GUESTS FROM THE SAN DIEGO 
AREA.  ADDITIONALLY, ADMIRAL JOHN B. NATHMAN, COMMANDER, FLEET 
FORCES COMMAND, WILL BE THE GUEST SPEAKER FOR THE ANA BANQUET ON 
SATURDAY EVENING. ADM NATHMAN WILL ALSO PRESENT THE PRESIDENT GEORGE 
H. W. BUSH ANNUAL AWARD TO A FIRST TOUR NAVAL AVIATOR WHO BEST 
REFLECTS THE QUALITIES AND LEADERSHIP OF THE FORMER PRESIDENT WHEN 
HE WAS A NAVAL AVIATOR. 
2.  ANA IS A PROFESSIONAL, NON-PROFIT, EDUCATIONAL AND FRATERNAL 
SOCIETY OF NAVAL AVIATION, WHOSE MAIN PURPOSE IS TO EDUCATE THE 
PUBLIC AND OUR NATIONAL LEADERS ON THE VITAL ROLES OF THE NAVY, 
MARINE CORPS AND COAST GUARD AVIATION AS KEY ELEMENTS OF OUR 
NATIONAL DEFENSE POSTURE.  ANA CONTINUOUSLY SEEKS TO ELUCIDATE THE 
KEY CURRENT ISSUES IMPACTING NAVAL AVIATION THROUGH PUBLISHED 
WRITING, SYMPOSIA, SPEECHES AND DISCUSSIONS WITH VARIOUS INTEREST 
GROUPS.  ANA ALSO SEEKS TO FOSTER THE STRONG PRIDE, ESPRIT AND 
FRATERNAL BONDS, WHICH EXIST AMONG THOSE ASSOCIATED WITH NAVAL 
AVIATION. 
3.  PER REFS A AND B, COMMANDING OFFICERS MAY ISSUE ORDERS FOR 
ATTENDANCE AT GOVERNMENT EXPENSE AFTER DETERMINING THAT THE 
EXPENSES, INCLUDING FEES, TRAVEL COSTS AND OTHER COSTS ATTRIBUTABLE 
TO PARTICIPATION, JUSTIFY THE OBJECTIVES TO BE ACHIEVED.  COMMANDING 
OFFICERS ARE DIRECTED TO FOLLOW THE GUIDANCE IN REFS A AND B WHEN 
MAKING THIS DETERMINATION, INCLUDING THE CRITERIA OUTLINED IN 
ENCLOSURE (2) OF REF A.  GOVERNMENT EXPENSE SHOULD BE MINIMIZED BY 
DESIGNATING THE MINIMUM NUMBER OF PARTICIPANTS NECESSARY TO ACQUIRE 
AND RELATE INFORMATION FROM THE MEETING TO OTHER MEMBERS OF THE 
ORGANIZATION.  TAD ORDERS MAY COVER EXPENSES INCIDENT TO ATTENDANCE 
AT AND PARTICIPATION IN THE CONFERENCE INCLUDING TRANSPORTATION, PER 
DIEM, AND REGISTRATION FEES IAW JFTR AND JTR.  IF FUNDS ARE NOT 
AVAILABLE, PERMISSIVE TAD ORDERS MAY BE ISSUED.  REFS A AND B 
PROVIDE GUIDANCE ON AUTHORIZED EXPENSES AND PERMISSIVE ORDERS FOR 
TRAVEL.  UTILIZATION OF AVAILABLE GOVERNMENT TRANSPORTATION IS 
ENCOURAGED TO ENHANCE CONFERENCE PARTICIPATION AND TO HELP DEFRAY 
THE COST OF TAD ORDERS. 
4.  IN ORDER TO ACHIEVE THE MOST COST-EFFECTIVE TRANSPORTATION 
AVAILABLE, AGGREGATION OF SYMPOSIUM TRANSPORTATION REQUIREMENTS IS 
ENCOURAGED.  USE OF NAVY OPERATIONAL SUPPORT AIRLIFT (OSA) AND NAVY 
UNIQUE FLEET ESSENTIAL AIRCRAFT (NUFEA) IS THEREFORE AUTHORIZED 
SUBJECT TO THE FOLLOWING GUIDELINES: 
    A.  AIRLIFT NOT TO INTERFERE WITH FLEET REQUIREMENTS OR OTHER 
HIGHER PRIORITIES. 
    B.  AIRLIFT WILL BE SCHEDULED PER APPROPRIATE INSTRUCTIONS 
REGARDING NUMBER OF PAX ON FUNDED ORDERS.  REMAINING SEATS MAY BE 
USED BY OTHER ATTENDEES ON A SPACE AVAILABLE BASIS.
    C.  SPACE AVAILABLE FOR ANA ATTENDEES SHOULD BE RESTRICTED TO 
NAVY/MARINE CORPS/COAST GUARD PERSONNEL (IN UNIFORM) WHO WILL ATTEND 
AND ACTIVELY PARTICIPATE IN THE REUNION. 
5.  OFFICIAL ATTENDANCE BY DON PERSONNEL DOES NOT EXTEND TO CITY 
TOURS, THE GOLF TOURNAMENT, OR REUNION-SPECIFIC EVENTS MENTIONED AS 
BEING HELD IN CONJUNCTION WITH THE SYMPOSIUM.  IF DON PERSONNEL WANT 
TO ATTEND THESE SOCIAL EVENTS IN A PERSONAL CAPACITY, ON OFF-DUTY 
TIME AND AT THEIR OWN COST, THEY MAY DO SO.  DON PERSONNEL SHOULD 
NOT BE RECEIVING TRAVEL FUNDING OR REIMBURSEMENT WHILE PARTICIPATING 
IN AN UNOFFICIAL ACTIVITY NOT DIRECTLY CONNECTED TO THE OFFICIAL 
REASON FOR ATTENDANCE AT THE PRIMARY EVENT.  QUESTIONS REGARDING THE
