GENTEXT/REMARKS/1.  THE CHIEF OF NAVAL OPERATIONS HAS APPROVED A
MAJOR ALIGNMENT OF THE JUDGE ADVOCATE GENERAL COMMUNITY THAT WILL
PLACE MOST NAVY-CONTROLLED JUDGE ADVOCATE GENERAL CORPS AND RELATED
LEGAL SUPPORT BILLETS, INCLUDING STAFF JUDGE ADVOCATE BILLETS, UNDER
THE AUTHORITY OF THE JUDGE ADVOCATE GENERAL.  CURRENTLY, THESE

BILLETS ARE DISTRIBUTED AMONG 20 MAJOR CLAIMANTS AND 12 RESOURCE
SPONSORS, WHO INDIVIDUALLY DETERMINED JUDGE ADVOCATE GENERAL CORPS
REQUIREMENTS, SOMETIMES WITHOUT THE INVOLVEMENT OF JUDGE ADVOCATE
GENERAL COMMUNITY LEADERSHIP.  BY THIS ACTION, THE JUDGE ADVOCATE
GENERAL WILL BE ABLE TO DRIVE EFFICIENCIES AND STREAMLINE THE
WORLDWIDE LEGAL PRACTICE OF THE NAVY JUDGE ADVOCATE GENERAL CORPS
CONSISTENT WITH SEA ENTERPRISE, SEA WARRIOR, AND TASK FORCE TOTAL
FORCE.
2.  WITH THIS CHANGE, THE JUDGE ADVOCATE GENERAL WILL BECOME
RESPONSIBLE FOR BUILDING A COHERENT LEGAL COMMUNITY AND DETERMINING
THE BEST POSSIBLE ALLOCATION OF STAFF JUDGE ADVOCATE, LEGALMAN, AND
CIVILIAN BILLETS IN A WAY THAT PRESERVES OR IMPROVES UPON CURRENT
LEVELS OF LEGAL SERVICES.  SOME OF YOU IN CERTAIN INSTALLATIONS HAVE
UNDERTAKEN PILOT PROJECTS TO MERGE CERTAIN SHORE-BASED STAFF JUDGE
ADVOCATES WITH TRIAL SERVICE OFFICES TO FORM A NEW, MORE EFFECTIVE,
AND FLEET-FOCUSED UNIT PROVISIONALLY CALLED A REGION LEGAL SERVICE
OFFICE.  THESE REGION LEGAL SERVICE OFFICES ARE ACHIEVING GAINS IN
PERSONNEL EFFICIENCIES AND IMPROVED SERVICES TO THE FLEET AT THE
REGION LEVEL BY CONSOLIDATING REGION AND INSTALLATION-LEVEL JUDGE
ADVOCATE COMMUNITY ASSETS.

3.  TO EFFECT THIS ALIGNMENT, THE CHIEF OF NAVAL OPERATIONS HAS
APPROVED THE TRANSFER OF CHIEF OF NAVAL OPERATIONS-CONTROLLED JUDGE
ADVOCATE (ACTIVE AND RESERVE), LINE DUTY OFFICER (LAW), AND ENLISTED
SUPPORT BILLETS (ACTIVE AND RESERVE); CIVILIAN SUPPORT BILLETS;
CONTRACTOR SUPPORT; AND ALL ASSOCIATED FUNDING TO A SINGLE CLAIMANT,
FIELD SUPPORT ACTIVITY.  THE FUNDING LEVEL FOR TRANSFERRED BILLETS
WILL BE DETERMINED BY WHETHER THEY AR ASSIGNED TO A REGION LEGAL
SERVICE OFFICE OR NON-REGION LEGAL SERVICE OFFICE ACTIVITY.  FOR
THOSE BILLETS THAT JUDGE ADVOCATE GENERAL IDENTIFIES FOR REALIGNMENT
INTO A REGION LEGAL SERVICE OFFICE, FUNDING FOR CIVILIAN PAYROLL,
CONTRACTORS, NAVY/MARINE CORPS INTRANET SEAT COSTS, TRAINING
INCLUDING RELATED TRAVEL, OFFICE SUPPLIES, EQUIPMENT, AND OTHER
NECESSARY SUPPORT COSTS WILL BE TRANSFERRED.  FOR BILLETS ASSIGNED
TO NON-REGIONS LEGAL SERVICE OFFICE ACTIVITIES, SUCH AS ECHELON II
COMMANDS, ONLY NAVY/MARINE CORPS INTRANET AND TRAINING COSTS WILL BE
TRANSFERRED.  ALL OTHER SUPPORT AND MISSION-RELATED FUNDING WILL
REMAIN THE RESPONSIBILITY OF THE NON-REGION LEGAL SERVICE OFFICE
COMMAND.  BILLETS AND FUNDING WITHIN THE ASSISTANT FOR
ADMINISTRATION TO THE UNDER SECRETARY OF THE NAVY, JOINT CHIEFS OF
STAFF, CENTRAL OPERATING AUTHORITY (TPPH, ETC.) CLAIMANCIES AND

SHIPBOARD BILLETS VALIDATED BY THE REGIONAL OVERSIGHT COMMITTEE
PROJECTED OPERATING EMPLOYMENT PROCESS WITHIN THE ATLANTIC AND
PACIFIC FLEET WILL NOT BE INCLUDED IN THIS TRANSFER.
4.  ALL PENDING BILLET ACTIONS UNRELATED TO THIS BILLET AND FUNDING
TRANSFER ACTION (OTHER THAN PREVIOUSLY APPROVED PROGRAM OBJECTIVE
MEMORANDUM 2005 INITIATIVES) WILL BE FROZEN UNTIL APPROVED BY THE
JUDGE ADVOCATE GENERAL.  THE CHIEF OF NAVAL OPERATIONS (12), AND
FIELD SUPPORT ACTIVITY ARE ACTIVELY MANAGING THE TRANSFER OF THESE
BILLETS.  TO FACILITATE THIS EFFORT, THE JUDGE ADVOCATE GENERAL HAS
REQUESTED SENIOR STAFF JUDGE ADVOCATES TO ASSIST BY CONDUCTING A
THOROUGH INVENTORY AND ACCOUNTING OF ALL MILITARY BILLETS, CIVILIAN
PERSONNEL, CONTRACTORS, AND FUNDING CURRENTLY SUPPORTING STAFF JUDGE
ADVOCATE FUNCTIONS AS SOON AS POSSIBLE.  YOUR SUPPORT FOR THIS
EFFORT IS APPRECIATED.
5.  CONSISTENT WITH THIS CHANGE, THE JUDGE ADVOCATE GENERAL WILL
SERVE AS THE CAPABILITY SPONSOR OF THE JUDGE ADVOCATE GENERAL CORPS
COMMUNITY.  THESE STEPS ARE NECESSARY TO EXECUTE A COHERENT HUMAN
CAPITAL STRATEGY FOR THIS CRITICAL, FLEET-FOCUSED COMMUNITY.  SINCE
THESE ACTIONS SERVE AS A PREREQUISITE TO MANY OTHER IMPORTANT
ORGANIZATIONAL CHANGES THAT HAVE BEEN INITIATED OR PLANNED FOR THE
