GENTEXT/REMARKS/1.  IN FEBRUARY 2005, NAVY BEGAN TO INCORPORATE
OFFICERS INTO FUNDAMENTAL SEA WARRIOR PROJECTS BY ANALYZING AND
IDENTIFYING THE KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR
OFFICERS TO PERFORM THEIR ASSIGNED WORK.  WHEN THE OFFICER JOBS
ANALYSIS IS COMPLETE, NAVY WILL HAVE THE INFORMATION NECESSARY TO

NAVY S HUMAN CAPITAL STRATEGY.
2.  THE PROJECT IS DEFINED BY 3 DISTINCT PHASES - SURVEY
DEVELOPMENT, DATA GATHERING BY ADMINISTERING SURVEYS TO WORKFORCE,
AND POST SURVEY DATA ANALYSIS.
A.  THE FIRST PHASE CONSISTS OF SELECTED OFFICERS PROVIDING
INFORMATION DESCRIBING THE CRITICAL TASKS THEY PERFORM IN THEIR
CURRENT NAVY OFFICER BILLET CLASSIFICATION.  THESE OFFICERS WILL BE
SELECTED AT RANDOM BY PAY GRADE, COMPONENT, AND JOB ASSIGNED.  THOSE
OFFICERS SELECTED TO BE THE STRATEGIC TASK ANALYSIS REPRESENTATIVES
WILL BE CONTACTED BY THE SKILLSNET CORPORATION VIA EMAIL.  THE EMAIL
WILL CONTAIN A LINK TO A WEBSITE THAT WILL TAKE THE OFFICER THROUGH
THE SURVEY DEVELOPMENT PROCESS.  ON AVERAGE IT SHOULD TAKE AN
OFFICER APPROXIMATELY 3 HOURS TO COMPLETE THIS STEP.
B.  IN THE SECOND PHASE, THE REMAINING OFFICERS PERFORMING SIMILAR
WORK WITHIN THE SAME NAVY OFFICER BILLET CLASSIFICATION WILL BE
TASKED TO TAKE A 45-MINUTE ON-LINE SURVEY.
C.  THE FINAL PHASE OF THE OFFICER JOB ANALYSIS WILL CULMINATE IN
JOB SKILLS BEING MAPPED TO THE INTEGRATED LEARNING ENVIRONMENT AND
THE DEVELOPMENT OF SKILL OCCUPATIONAL PERFORMANCE STANDARDS.

3.  OBTAINING ACCURATE INPUT FOR THE ENTIRE OFFICER CORPS IS
CRITICAL TO DEVELOPING A QUALITY BASE FROM WHICH NAVYS HUMAN
CAPITAL STRATEGY FOR OFFICERS CAN BE BUILT.  PROMPT RESPONSE IS
REQUIRED, AS THIS PROJECT IS EXPECTED TO BE COMPLETE BY DECEMBER
2005.
