RMKS/1. EXECUTIVE SUMMARY.  THIS IS A COORDINATED DON CIO, ACNO(IT)
AND NETWARCOM MESSAGE.  IN ACCORDANCE WITH, AND IN SUPPORT OF, REFS
A THROUGH C, THIS MESSAGE DIRECTS ALL NAVY COMMANDS TO REGISTER
THEIR NETWORKS, THEIR ASSOCIATED NETWORK SERVERS, THE APPLICATIONS
LOADED ON EACH NETWORK SERVER AND DOCUMENT THE TERMINATION OF SERVER
APPLICATIONS THAT ARE NOT FUNCTIONAL AREA MANAGER (FAM) "APPROVED"
OR "ALLOWED WITH RESTRICTIONS (AWR)" IN THE DEPARTMENT OF THE NAVY
APPLICATION AND DATABASE MANAGEMENT SYSTEM (DADMS) IAW REF D.  THIS
ACTION WILL ESTABLISH THE NAVY'S IM/IT BASELINE NETWORK ARCHITECTURE
IN SUPPORT OF REF A REQUIREMENTS TO DEFINE THE NAVY'S BUSINESS
ENTERPRISE ARCHITECTURE, AND FORMALLY DOCUMENT HARDWARE AND SOFTWARE
INVENTORIES FOR IM/IT PORTFOLIO MANAGEMENT.
2. PER REF E, THE DON BUSINESS TRANSFORMATION OFFSITE WAS CONDUCTED
19-20 APR 2005 IN RESPONSE TO REFS B AND C.  THE OFFSITE PROVIDED A
VENUE TO REALIGN ECHELON II COMMANDS INTO FOUR MISSION AREA GROUPS
TO REVIEW AND COMMENT ON NUMEROUS ENTERPRISE IM/IT MANAGEMENT

PROCESSES, INCLUDING THOSE CONTAINED IN REF D.  PARTICIPANTS WERE
REQUESTED AT THE CONCLUSION OF THE OFFSITE TO FORWARD ANY

BEEN INCORPORATED THEREIN.
3. REF D CONTAINS SPECIFIC INSTRUCTIONS FOR DOCUMENTING AND
ESTABLISHING VISIBILITY INTO ALL NAVY NETWORKS, ASSOCIATED SERVERS
AND THE APPLICATIONS LOADED ON EACH SERVER IN DADMS.  DADMS HAS BEEN
MODIFIED TO SUPPORT THIS PROCESS AND TO LINK ALL SERVER-BASED
APPLICATIONS BACK TO THEIR RESPECTIVE SERVERS AND NETWORKS.  REF D
WILL ALSO SUPPORT AND FACILITATE ACTIONS ASSOCIATED WITH CYBER
CONDITION ZEBRA IAW REF F.
4. IN CONJUNCTION WITH AND IN SUPPORT OF ONGOING CYBER CONDITION
ZEBRA EFFORTS, PHASE ONE OF THIS REGISTRATION AND APPLICATION
TERMINATION REQUIREMENT WILL CONCENTRATE ON DOCUMENTING ALL THE
ASHORE NETWORKS AND SERVERS IN DADMS.  THE FOLLOW-ON PHASE TWO OF
THIS REGISTRATION AND APPLICATION TERMINATION PROCESS WILL BE
CONDUCTED AT A LATER DATE ON AFLOAT NETWORKS AND SERVERS IN
CONJUNCTION WITH ONGOING FORCENET IMPLEMENTATION BASELINE (FIBL)
EFFORTS.
5. ECHELON II COMMANDS ARE DIRECTED TO CERTIFY THE FOLLOWING ACTIONS

TOP SECRET) WITHIN YOUR AOR HAVE BEEN REGISTERED IN DADMS AND
ASSOCIATED FINANCIAL INFORMATION FOR EACH NETWORK HAS BEEN ENTERED
INTO THE NITE/STAR DATABASE IAW REF D (NOTE: STEP 1 PARA K OF REF D
PROVIDES ADDITIONAL SPECIFICS ON PROCEDURES NECESSARY TO DOCUMENT
FINANCIAL INFORMATION IN NITE/STAR.  AUTOMATED INFORMATION SYSTEM
(AIS) AND THE CORRESPONDING EXTENSION CODE MUST BE OBTAINED FROM FMB

6. NETWORK, SERVER AND APPLICATION REGISTRATION AND THE USE OF THIS
DATA TO EXECUTE PORTFOLIO MANAGEMENT REQUIRE ROUTINE VERIFICATION AS
TO THE ACCURACY OF THE DATABASE IN A DYNAMIC ENVIRONMENT.  PROVEN
BEST BUSINESS PRACTICES ADOPTED BY INDUSTRY INCLUDE THE ROUTINE USE
OF NETWORK ASSET DISCOVERY TOOLS IN SUPPORT OF THESE OBJECTIVES.

ECHELON II COMMANDS WILL SUPPORT NETWARCOM LED AND PEO-IT SUPPORTED
NETWORK ASSET DISCOVERY SURVEY USING THE BDNA APPLICATION FOR ALL
DON SENSITIVE BUT UNCLASSIFIED (SBU) NETWORKS, SERVERS, AND
APPLICATIONS IN CONUS, ALASKA AND HAWAII - WITHIN AND EXTERNAL TO
NMCI.  REF G PROVIDES SPECIFIC TASKING AND GUIDANCE TO SUPPORT THIS
COLLECTION EFFORT.  FOLLOWING ACTIONS ARE REQUIRED IN ADDITION TO
THE GUIDANCE CONTAINED IN REF G TO EMPLOY THE BDNA DISCOVERY TOOL:
A. ECHELON II COMMANDS.
- ENSURE ALL SUBORDINATE ORGANIZATIONS ARE IN RECEIPT OF THIS
MESSAGE.
- PROVIDE ACCESS TO LEGACY NETWORKS WHEN REQUESTED BY PEO-IT AND
NETWARCOM.  NETWORK ACCESS WILL BE GRANTED IN COMPLIANCE WITH THE
INTERIM AUTHORITY TO OPERATE (IATO) ISSUED BY NETWARCOM DAA FOR THE
BDNA APPLICATION.  NO ADDITIONAL SECURITY REQUIREMENTS WILL BE
IMPOSED BY ANY COMMAND OR NETWORK OWNERS FOR USE OF THE BDNA
APPLICATION.  COMMANDS AND NETWORK OWNERS WILL BE REQUIRED TO
PROVIDE NETWORK ACCESS THROUGH LOCAL FIREWALLS, ACCESS CONTROL
LISTS, AND/OR VPN CONNECTIVITY AS DEFINED IN THE PRE-DISCOVERY
REQUIREMENTS DOCUMENT, WHICH WILL BE ISSUED VIA SEPCOR IAW A COMMAND
VISIT SCHEDULE TO BE PROVIDED AND MAINTAINED BY NETWARCOM.

B. NCTAMS. PROVIDE THE FOLLOWING NETWORK INFORMATION FROM THE NCTAMS
AND NCTS POINTS OF PRESENCE (POP) TO SUBORDINATE COMMANDS THAT
CONNECT TO LEGACY NETWORKS (HREN, TBAN, WASHINGTON DC MAN, SAN DIEGO
MAN, ETC.).  THE FOLLOWING SPECIFIC INFORMATION IS REQUIRED TO BE
PROVIDED TO NETWARCOM POC LT DUNNE AND PEO-IT POC MS. MIRELLA KATCH:
-  TOPOLOGY DIAGRAM OF NETWORK, IP ADDRESSES, IP SUBNET MASK,
COMMAND NAME, ASSOCIATED ECHELON II COMMAND, TYPE OF NETWORK (I.E.,
TEST, DEV, PROD), LOCATION, AND NETWORK POINT OF CONTACT, PHONE
NUMBER AND E-MAIL ADDRESS.
-  SITE SPECIFIC INFORMATION CONCERNING AVAILABILITY OF ANY TYPE OF
VPN DEVICES TO SUPPORT VPN TUNNELING TO BDNA SERVERS.
7. TIMELY AND AGGRESSIVE EXECUTION OF ACTIONS CONTAINED IN THIS
NAVADMIN AND IN REF D IS THE FIRST IN A SERIES OF STEPS REQUIRED TO
BRING ALL NAVY NETWORK OPERATIONAL SECURITY AND READINESS LEVELS TO
ACCEPTABLE NAVY STANDARDS AND AS MANDATED BY HIGHER AUTHORITY.

UNDERSTAND THAT REALLOCATION OF YOUR EXISTING RESOURCES MAY BE

MANAGEMENT AND DECISIONS RELATIVE TO APPLICATIONS AND SERVERS. THE
BURDEN IS ON OUR ECHELON II CIOS TO KEEP DADMS UPDATED AND ACCURATE.
APPLICATIONS AND SERVERS OUTSIDE OF DADMS WILL AUTOMATICALLY BE
CONSIDERED RENEGADE OR DISAPPROVED, AND EVENTUALLY TURNED OFF
THROUGH NETWARCOM NETWORK OPERATIONS AND SECURITY CENTERS (NOSC) AND
NETWORK OPERATIONS CENTERS (NOC).
8. COMMENCING 30 JUN 2005, ACNO(IT) WILL PROVIDE MONTHLY PROGRESS
REPORTS ON THE EXECUTION OF REF D TO SENIOR LEADERSHIP (INFO ALCON)
