RMKS/1. THE ROBERT T. MASON AWARD FOR DEPOT MAINTENANCE EXCELLENCE
IS A NEW AWARD FOR DEPOT-LEVEL PROGRAMS IN THE SECRETARY OF DEFENSE
MAINTENANCE AWARDS PROGRAM. THIS AWARD IS NAMED IN RECOGNITION OF
ROBERT T. MASON, THE FORMER ASSISTANT DEPUTY UNDER SECRETARY OF
DEFENSE FOR MAINTENANCE POLICY, PROGRAMS AND RESOURCES. MR. MASON
SERVED AS THE CHAMPION OF ORGANIC DEPOT MAINTENANCE FOR THREE
DECADES, WHILE HELPING TO TRANSFORM ORGANIC DEPOT-LEVEL MAINTENANCE
OPERATIONS.
2. THIS AWARD WILL BE PRESENTED ANNUALLY TO THE OUTSTANDING
DEPOT-LEVEL MAINTENANCE PROGRAM PRODUCT LINE OR PROJECT, WHICH
HAS EXEMPLIFIED RESPONSIVE, INNOVATIVE, AND TRANSFORMATIONAL
SUPPORT TO THE DEPARTMENT OF DEFENSE. THE FIRST ANNUAL AWARD
WILL BE PRESENTED AT AN AWARDS BANQUET AND CEREMONY DURING THE
2005 DEPARTMENT OF DEFENSE MAINTENANCE SYMPOSIUM AND EXHIBITION
WHICH WILL BE HELD IN BIRMINGHAM, AL ON THE EVENING OF
26 OCTOBER 2005.
3. ORGANIC DEPOT-LEVEL MAINTENANCE ACTIVITIES ARE ELIGIBLE TO
COMPETE FOR THIS AWARD. THE 2005 SECDEF MAINTENANCE AWARD
COMPETITIVE PERIOD COVERS THE 12-MONTH PERIOD THAT BEGAN
01 OCTOBER 2003 AND ENDED 30 SEPTEMBER 2004 (FY04).

4. SECOND ECHELON COMMANDERS REVIEW AND SCREEN NOMINATIONS
FOR THEIR RESPECTIVE COMMANDS AND MAY SUBMIT ONE NOMINATION
PACKAGE TO OPNAV FROM EACH MAJOR ORGANIC DEPOT MAINTENANCE
FACILITY. OPNAV WILL EVALUATE THESE NOMINATIONS AND FORWARD
SELECTED NAVY NOMINATIONS TO SECDEF FOR AWARD CONSIDERATION.
5. NOMINATION PACKAGE FORMAT SHALL BE IAW REF A, AS MODIFIED BY
REF B UPDATE. THE REISSUANCE OF OPNAVINST 5305.9 IS IN PROGRESS.
THE UPDATED DODI 1348.30, SECRETARY OF DEFENSE MAINTENANCE

OPNAV N43 POC NLT 15 APRIL 2005. IN ORDER TO FACILITATE EVALUATION

DISK, OR FLOPPY DISKETTE. ONE PRINTED COPY IS ALSO REQUIRED. FINAL
NAVY NOMINATIONS WILL BE FORWARDED TO SECDEF NLT 20 MAY 2005.
