DISTRIBUTION WITHIN THE AC COMMUNITY, AC ROTATION IS ESTABLISHED
AS OUTCONUS (SHOWN UNDER  SEA  COLUMN) AND INCONUS (SHOWN UNDER
 SHORE  COLUMN) TOURS VICE SEA AND SHORE TOURS.  OUTCONUS
TOURS INCLUDE TYPES 2, 3, 4 AND 6 DUTY, INCONUS TOURS INCLUDE ALL
TYPE 1.  TYPE 1 DUTY IN HAWAII WILL BE CONSIDERED AS OUTCONUS FOR
ROTATIONAL PURPOSES.  OUTCONUS TOURS ARE IN ACCORDANCE WITH DOD
DIRECTIVES.  BACK-TO-BACK INCONUS DUTY IS AUTHORIZED BY EXCEPTION
WHEN SEA/OUTCONUS DUTY IS NOT AVAILABLE.  MEMBERS ON DEPENDENT,

(2) AEROGRAPHERS MATES (AG):  DUE TO THE UNIQUE BILLET DISTRIBUTION
WITHIN THE NAVAL METEOROLOGY AND OCEANOGRAPHY COMMAND, AG ROTATION
IS ESTABLISHED AS OUTCONUS AND INCONUS TOURS VICE SEA AND SHORE
TOURS.  OUTCONUS TOURS INCLUDE TYPES 2, 3, 4, AND 6 DUTY; INCONUS
TOURS INCLUDE ALL TYPE 1 DUTY.  TYPICAL AG TOUR ROTATION CONSISTS OF
ONE TYPE 2/4 SEA TOUR, ONE INCONUS SHORE TOUR, AND ONE OVERSEAS
TOUR.  BACK-TO-BACK INCONUS DUTY IS AUTHORIZED BY EXCEPTION WHEN
SEA/OUTCONUS DUTY IS NOT AVAILABLE.  MEMBERS ON DEPENDENT,
RESTRICTED, OR OUTCONUS TOURS WITH A TOUR LENGTH SHORTER THAN PST

INCONUS TOURS VICE SEA AND SHORE TOURS.  HAWAII, TYPE 1 DUTY, WILL
BE CONSIDERED AS OUTCONUS FOR ROTATIONAL PURPOSES WITH THE EXCEPTION
OF CTI 9211 AND CTI 9212.  ANNOTATED FIGURES REFLECT THE NUMBER OF
OUTCONUS TOURS AN INDIVIDUAL IS REQUIRED TO SERVE.  NORMAL INCONUS
TOUR FOR CT WILL BE 36 MONTHS.  WITH IMPLEMENTATION OF THE CTT/EW
MERGER (FY04), CRYPTOLOGIC TECHNICIANS (TECHNICAL) HAVE ADOPTED A
CONVENTIONAL SEA/SHORE ROTATION.  CURRENT BILLET STRUCTURE SUPPORTS
A SEA/SHORE ROTATION OF 48/36 FOR E5 AND BELOW, AND 36/36 FOR E6
THROUGH E9.  TYPICAL ROTATION FOR CTM/CTR E5 AND BELOW PERSONNEL IS
TWO OUTCONUS TOURS TO ONE INCONUS TOUR, WITH ONE OF THE OUTCONUS
TOURS TO BE UNDER TYPE 2 OR 4 DUTY.  BILLET VACANCIES/NEC
REQUIREMENTS/ADVANCEMENTS MAY REQUIRE DEVIATION FROM THIS ROTATION
PATTERN.
(4) HOSPITAL CORPSMAN (HM):  THE NORMAL SHORE TOUR (NST) AND
PRESCRIBED SEA TOUR (PST) FOR THE HM RATING IS BASED ON NEC.  NEC
8408, 8416, 8486, 8489, 8496, 8503, AND 8505 HAVE AN
INCONUS/OUTCONUS, VICE SEA/SHORE, ROTATION.
(5) LEGALMAN (LN), MASTER AT ARMS (MA), RELIGIOUS PROGRAM SPECIALIST
(RP), PERSONNEL SPECIALIST (PS), AND POSTAL CLERK (PC):  DUE TO THE
UNIQUE BILLET DISTRIBUTION WITHIN THE LEGAL, MASTER AT ARMS, POSTAL
CLERK, RELIGIOUS PROGRAM SPECIALIST COMMUNITIES AND THE MERGER OF
PERSONNEL SPECIALIST, LN/MA/RP/PS/PC ROTATION IS ESTABLISHED AS
OUTCONUS/SEA (TYPE 2, 3, 4, 6) AND INCONUS (TYPE 1) TOURS VICE SEA
AND SHORE TOURS.  BILLET VACANCIES MAY REQUIRE DEVIATION FROM THIS
ROTATION PATTERN.
(6) THE MASS COMMUNICATIONS (MC) RATING WAS ANNOUNCED IN NAVADMIN
339/05 AND IS A MERGER OF THE ILLUSTRATOR DRAFTSMAN (DM), JOURNALIST
(JO), LITHOGRAPHER (LI), AND PHOTOGRAPHER S MATE (PH) RATINGS.  THE
EFFECTIVE DATE OF THE MERGER IS 1 JUL 06.
(7) THE NAVY DIVER (ND) RATING WAS ANNOUNCED IN NAVADMIN 003/06 AND
WILL CONSIST OF SAILORS WITH THE FOLLOWING NECS: 5311, 5341, 5342,
5343, AND 5346.  THE EFFECTIVE DATE OF THE RATING ESTABLISHMENT IS 1
JUN 06 FOR E6-E9 SAILORS AND 1 OCT 06 FOR E1-E5 SAILORS.
7.  NON-DESIGNATED AN, FN, AND SN PERSONNEL WILL NORMALLY SERVE
60-MONTH SEA TOURS WITH PRDS SET ACCORDING TO GEOGRAPHIC LOCATION,
TYPE DUTY, AND FIRST TERM ASSIGNMENT RESTRICTIONS.  NON-DESIGNATED
PERSONNEL WHO ARE INITIALLY ASSIGNED TO SHORE DUTY WILL COMPLETE A
24-MONTH TOUR AND THEN ROTATE TO SEA DUTY WITH THEIR PRD SET
APPROPRIATELY.  SUBSEQUENT DESIGNATION WILL DICTATE READJUSTMENT OF
PRD TO COINCIDE WITH DOD TOUR LENGTH AND/OR PRESCRIBED SEA TOUR
(PST), AS SET BY COMNAVPERSCOM (PERS-4).  SEA TIME PRIOR TO
DESIGNATION WILL COUNT TOWARD PST IN NEW RATING.
8.  DESIGNATED E1 THROUGH E3 PERSONNEL WHO ARE INITIALLY ASSIGNED
TO INCONUS SHORE DUTY (TYPE 1) WHO ARE PHYSICALLY FIT FOR SEA DUTY,
WILL COMPLETE A 24-MONTH SHORE TOUR AND THEN ROTATE TO SEA DUTY
(TYPE 2, 3, AND 4) WITH THEIR PRDS SET TO THE PST FOR THEIR
RESPECTIVE RATING.
