GENTEXT/REMARKS/1.  SEA WARRIOR, THE HUMAN RESOURCE COMPONENT OF
CNO'S SEA POWER 21 TRANSFORMATION ROADMAP, REPRESENTS THE NAVY'S
COMMITMENT TO THE GROWTH AND DEVELOPMENT OF OUR PEOPLE, AND WILL
SERVE AS THE FOUNDATION OF WARFIGHTING EFFECTIVENESS BY EFFICIENTLY
DEVELOPING AND DELIVERING OPTIMALLY TRAINED, MOTIVATED MANPOWER TO
THE FLEET.  IN ORDER TO DELIVER SEA WARRIOR, WE MUST ALIGN -- AND
ULTIMATELY TRANSFORM -- THE NAVY'S MANPOWER, PERSONNEL, TRAINING AND
EDUCATION (MPT&E) BUSINESS PROCESSES TO REALIZE ENTERPRISE-WIDE
EFFICIENCIES AND FLEXIBLY SUPPORT OPERATIONAL COMMITMENTS.  THIS
ALIGNMENT WILL ENSURE THE RIGHT SKILLS AND THE RIGHT MOTIVATION ARE
IN THE RIGHT PLACE, AT THE RIGHT TIME, FOR THE BEST VALUE TO DELIVER
SEA WARRIOR READINESS TO THE FLEET.
2.  A KEY STEP TOWARD FUNCTIONALLY ALIGNING THESE ORGANIZATIONAL
PROCESSES IS TO ADJUST THE REPORTING RELATIONSHIPS OF THE RESPECTIVE
SENIORS.  THIS IS AN IMPORTANT INTERIM STATE THAT WILL ENABLE THE
INTEGRATION OF MANPOWER AND PERSONNEL BUSINESS PROCESSES WITH THOSE
OF TRAINING AND EDUCATION AND IS CONSISTANT WITH THE OVERALL SEA
WARRIOR TRANSFORMATION.  LONGER TERM, TRANSFORMATIONAL CHANGES TO
MPT&E BUSINESS ARCHITECTURE, BUSINESS PROCESSES AND ORGANIZATIONS
WILL BE IMPLEMENTED TO FULLY ENABLE THE SEA WARRIOR VISION.
3.  THE FOLLOWING SEA WARRIOR TRANSFORMATION ACTIONS WERE EFFECTIVE
1 JULY 2005:
    A.  ECHELON ONE PROCESSES (N1/N00T) WERE ALIGNED TO REPORT TO
VICE ADMIRAL GERALD HOEWING, AS THE DEPUTY CHIEF OF NAVAL
OPERATIONS, MANPOWER, PERSONNEL, TRAINING & EDUCATION (DCNO(N1/NT)).
VADM HOEWING WILL RETAIN HIS FUNCTIONS AS CHIEF OF NAVAL PERSONNEL.
    B.  ECHELON TWO FUNCTIONS (NETC/BUPERS) WERE FUNCTIONALLY
ALIGNED TO REPORT TO VICE ADMIRAL KEVIN MORAN, WHO IS DUAL HATTED AS
COMMANDER, NAVAL EDUCATION AND TRAINING AND DEPUTY CHIEF OF NAVAL
PERSONNEL.
    C.  NO PERSONNEL OR BILLETS WILL BE MOVED IN SUPPORT OF THE
CHANGE OF REPORTING SENIORS.  WITH THE EXCEPTION OF THOSE WHO ARE
DIRECT REPORTS TO EITHER VADM HOEWING OR VADM MORAN, ALL EXISTING
POINTS OF CONTACT FOR MPT&E FUNCTIONS AND CONDUCT OF BUSINESS WILL
REMAIN "AS IS" UNTIL FURTHER NOTICE.
    D.  A MPT&E RESOURCES SHARED SERVICES CONSTRUCT IS BEING
DEVELOPED FOR RESOURCE ASSESSMENT, PROGRAMMING, BUDGET FORMULATION
AND BUDGET EXECUTION PROCESSES.  CHIEF RESOURCES OFFICER FOR THE SEA
WARRIOR TRANSFORMATION COMMANDS' RESOURCES ORGANIZATION IS
MS. JO DECKER, N10.
    E.  MPT&E INFORMATION MANAGEMENT/INFORMATION TECHNOLOGY IM/IT
SHARED SERVICES IS BEING ORGANIZED AROUND A CENTRALIZED PLANNING AND
DECENTRALIZED EXECUTION CONSTRUCT THAT PROVIDES A STANDARD LEVEL OF
SERVICE AND IM/IT ARCHITECTURE ACROSS ALL ECHELON REPORTING LEVELS.
INTERIM COMMAND INFORMATION OFFICER (CIO) FOR MPT&E IS MR. TERRY
HALVORSON, NAVAL PERSONNEL DEVELOPMENT COMMAND (NPDC), N00A.
4.  THIS ORGANIZATIONAL ALIGNMENT WILL BE TRANSPARENT TO THE
DECKPLATE SAILOR.  AS THE PHASING OF THE SEA WARRIOR TRANSFORMATION
ROADMAP REVEALS OTHER ORGANIZATIONAL AND REPORTING ALIGNMENT
OPPORTUNITIES, THE MPT&E STAFFS WILL WORK TO ENSURE ADHERENCE TO
CURRENT NAVY DIRECTIVES FOR SUCH ALIGNMENT ADJUSTMENTS.
