GENTEXT/REMARKS/1.  THE HIGH YEAR TENURE POLICY FOR SENIOR ENLISTED
SELECTED RESERVE PERSONNEL IS BEING ADJUSTED TO MORE CORRECTLY SHAPE
THE SENIOR ENLISTED FORCE FOR THE TWENTY-FIRST CENTURY.  THESE
ADJUSTMENTS ARE BEING IMPLEMENTED TO ENERGIZE ADVANCEMENT
OPPORTUNITIES AND BETTER ALIGN THE CAREER PROGRESSION OF THE RESERVE
FORCE WITH THE ACTIVE DUTY COMPONENT.  THESE CHANGES WILL BE PHASED
IN AS DISCUSSED BELOW AND REFLECTED IN AN UPDATE TO OPNAVINST
1160.7B.
2.  DURING CY-05 AND CY-06, E7 AND E8 HIGH YEAR TENURE LIMITS FOR
SELECTED RESERVE SAILORS ARE BEING ADJUSTED FROM 26 TO 24 YEARS, AND
FROM 28 TO 26 YEARS RESPECTIVELY.  THESE CHANGES WILL BE PHASED IN
AS DISCUSSED BELOW.  ADDITIONALLY, THE LIMITING DATE FOR REMOVAL

FROM A PAY STATUS IS ADJUSTED FROM 31 DECEMBER OF THE YEAR HIGH YEAR
TENURE IS REACHED, TO THE END OF THE MONTH HIGH YEAR TENURE IS
REACHED.
3.  EFFECTIVE IMMEDIATELY, THE E7 HIGH YEAR TENURE LIMIT IS REDUCED
TO 25 YEARS AND E8 HIGH YEAR TENURE LIMIT IS REDUCED TO 27 YEARS.
THE FOLLOWING ACTIONS ARE DIRECTED:
    A.  E7 PERSONNEL WHO REACH 25 YEARS OF SERVICE COMPUTED FROM
THEIR PAY ENTRY BASE DATE DURING CY-05 MUST BE REMOVED FROM A PAY
STATUS NOT LATER THAN 1 JAN 06.
    B.  E8 PERSONNEL WHO REACH 27 YEARS OF SERVICE COMPUTED FROM
THEIR PAY ENTRY BASE DATE DURING CY-05 MUST BE REMOVED FROM A PAY
STATUS NOT LATER THAN 1 JAN 06.
4.  ALSO EFFECTIVE IMMEDIATELY, THE COUNSELING REQUIREMENT OF
OPNAVINST 1160.7B IS CANCELLED.  PER BUPERSINST 1040.5A, PERSONNEL
WITHIN 24 MONTHS OF HIGH YEAR TENURE SHOULD APPEAR BEFORE A CAREER
DEVELOPMENT BOARD.
5.  THE FOLLOWING IS EFFECTIVE 1 JAN 06:
    A.  HIGH YEAR TENURE LIMITS ARE AS FOLLOWS:
        E-9 - 30 YEARS
        E-8 - 26 YEARS

        E-7 - 24 YEARS
        E-6 - 24 YEARS
        E-5 - 22 YEARS
        E-4 - 14 YEARS
        E-3 - 12 YEARS
    B. PERSONNEL WHO REACH THEIR HIGH YEAR TENURE LIMIT ON 1 JAN 06
OR LATER MUST BE REMOVED FROM A PAY STATUS BY THE END OF THE MONTH
THEIR HIGH-YEAR-TENURE LIMIT IS REACHED.  THIS CHANGE IS EFFECTIVE
FOR PAYGRADES E3 TO E9.
6.  THE FOLLOWING ARE THE TWO TYPES OF WAIVERS TO THE HIGH YEAR
TENURE LIMITS:
    A.  COMMANDING OFFICERS MAY AUTHORIZE HIGH YEAR TENURE WAIVERS
FOR UP TO 4 MONTHS FOR MEMBERS IN PAYGRADES E3 THROUGH E5 TO AWAIT
ADVANCEMENT EXAMINATION RESULTS PER MILPERSMAN 1160-070 AND
1160-040.  MEMBERS MUST HAVE ALREADY TAKEN THE EXAMINATION, AND
WAIVERS ARE AUTHORIZED ONLY FOR DETERMINATION OF ELIGIBILITY TO
REENLIST OR TO EXTEND FOR TERMS OF PROSPECTIVE RATE.
    B.  OTHER HIGH YEAR TENURE WAIVER REQUESTS WILL BE CONSIDERED ON
A CASE-BY-CASE BASIS, BUT WILL BE GRANTED ONLY IN EXTREME CASES.
WAIVER REQUESTS SHOULD BE SUBMITTED WHEN A MANNING DEFICIENCY IS

IDENTIFIED, BUT NOT MORE THAN 1 YEAR BEFORE THE HIGH YEAR TENURE
DATE.  SUBMIT AN ENLISTED PERSONNEL ACTION REQUEST (NAVPERS 1306/7)
TO COMNAVPERSCOM (PERS-4913), WITH AN ENDORSEMENT FROM THE
COMMANDING OFFICER OF BOTH THE UNIT AND THE NAVAL RESERVE ACTIVITY.
7.  GUIDELINES SPECIFIC TO MOBILIZED PERSONNEL:
    A.  HIGH YEAR TENURE STATUS IS NOT A FACTOR IN MOBILIZATION
IDENTIFICATION.
    B.  PERSONNEL WHO REACH THEIR HIGH YEAR TENURE LIMIT DURING A
PERIOD OF MOBILIZATION SHALL NOT BE DEMOBILIZED DUE TO THIS STATUS.
    C.  WAIVER REQUESTS FOR PERSONNEL WHO REACH HIGH YEAR TENURE
WHILE MOBILIZED SHALL BE SUBMITTED PER PARAGRAPH 6 OF THIS MESSAGE
BY THE SUPPORTING NAVAL RESERVE ACTIVITY WHEN THE MEMBER RETURNS
FROM MOBILIZATION.  THE MEMBER WILL BE RETAINED IN THEIR BILLET AND
BE ALLOWED TO DRILL PENDING RESOLUTION OF THE WAIVER REQUEST FOR UP
TO 90 DAYS FROM THE DATE OF DEMOBILIZATION.  PERSONNEL WHO DO NOT
DESIRE TO SUBMIT A WAIVER REQUEST SHALL BE REMOVED FROM A PAY STATUS
UPON DEMOBILIZATION.
