THIS YEAR'S THEME, "REMEMBER!  CELEBRATE!  ACT!  A DAY ON, NOT A DAY 
OFF," REMINDS US TO CELEBRATE THE RIGHTS AND FREEDOMS WE CONTINUE TO 
DEFEND EVERY DAY.
3.  DR. KING'S LEGACY LIVES ON THROUGH THIS NATIONAL OBSERVANCE AND BY 
OUR COMMITMENT TO LIVE BY THE PRINCIPLES HE ESPOUSED.  ESTABLISHED BY 
PUBLIC LAW 98-144, THIS HOLIDAY SERVES AS A TIME FOR ALL AMERICANS TO 
REFLECT ON THE PRINCIPLES OF EQUALITY AND CIVIL RIGHTS THAT DR. 
KING CHAMPIONED.
4.  COMMANDS ARE ENCOURAGED TO INCREASE THEIR KNOWLEDGE AND AWARENESS 
OF DR. KING'S CONTRIBUTIONS TO AMERICAN HISTORY AND CIVIL RIGHTS.  ALL 
ARE ENCOURAGED TO SUPPORT COMMUNITY EVENTS CELEBRATING THIS OBSERVANCE.
