RMKS/1.  THIS NAVADMIN ANNOUNCES THE AUGUST 2009 (CYCLE 085) NAVY-WIDE 
EXAMINATION FOR ADVANCEMENT IN RATE OF SELECTED RESERVE (SELRES) 
PERSONNEL.  INACTIVE RESERVE ADVANCEMENT EXAMINATIONS WILL BE 
ADMINISTERED AUGUST 2009 FOR E4/E5/E6 CANDIDATES.  ALL CANDIDATES 
SERVING ON VOLUNTARY RECALL, ACTIVE DUTY TRAINING, OR ACTIVE DUTY UNDER 
ANY PRESIDENTIAL RECALL AUTHORITY, INCLUDING MOBILIZATION, WILL COMPETE 
FOR ADVANCEMENT AS SELRES INACTIVE (UNITED STATES NAVAL RESERVE-
INACTIVE) IN CYCLE 085.
INDIVIDUAL READY RESERVE (IRR) PERSONNEL WHO ARE MOBILIZED ARE 
CONSIDERED UNDER THE SELRES REQUIREMENTS FOR ADVANCEMENT.

OPTIONS FOR SAILORS WHO ARE PENDING DEPLOYMENT TO OR ARE DEPLOYED AND

    B.  DO NOT ADMINISTER ANY CYCLE 085 EXAMINATIONS PRIOR TO
1 AUGUST 2009, UNLESS AS PROVIDED FOR IN BUPERSINST 1430.16F, NAVADMIN

(NEAS) WEBSITE HTTPS://NEASOS.CNET.NAVY.MIL/NEAS/.
SUPPLEMENTAL ORDERS FOR SENSITIVE COMPARTMENTED INFORMATION
(SCI) EXAMINATIONS MUST BE SUBMITTED VIA MESSAGE TO THE NAVAL EDUCATION 
AND TRAINING PROFESSIONAL DEVELOPMENT AND TECHNOLOGY CENTER (NETPDTC) 
PENSACOLA, FL (N321) WITH INFO ADDRESSEE COMMANDS TO WHICH EXAMINATIONS 
ARE FORWARDED.  COMMANDS MUST INCLUDE THEIR DEPARTMENT OF DEFENSE

        (1) TIME-IN-RATE (TIR) ELIGIBILITY LISTS FOR EXAMINATION 
ORDERING OF ALL OTHER RATINGS WILL BE AVAILABLE AT THE NAVY ENLISTED 
ADVANCEMENT (NEAS) SYSTEM WEBSITE THROUGH 6 JULY 2009.
        (2) AFTER THE CLOSING DATE OF THE INITIAL EXAMINATION ORDER, 
THIS SITE WILL RE-OPEN FOR SUPPLEMENTAL EXAMINATION ORDERS AS FOLLOWS:  
7 JULY 2009 THROUGH
2 AUGUST 2009.
        (3) COMMANDS MUST VERIFY THE EXAMINATION ORDER STATUS ON THE 
NEAS WEBSITE WITHIN 14 DAYS OF PLACING EXAMINATION ORDERS.  IF 
DISCREPANCIES ARE NOTED, CONTACT NETPDTC AT (850) 452-1252/DSN 922.
    C.  13 SEPTEMBER 2009:  DEADLINE FOR LATE EXAMINATION REQUESTS.  
LATE EXAMINATIONS WILL BE ADMINISTERED WITHIN SEVEN DAYS OF RECEIPT, 
BUT NOT LATER THAN 20 SEPTEMBER 2009.
        (1)  LATE EXAMINATION ORDERS MUST BE HELD TO A MINIMUM TO 
ACCURATELY DETERMINE ADVANCEMENT QUOTAS.
        (2) LATE EXAMINATION REQUESTS MUST BE IN BUPERSINST 1430.16F 
FIGURE 4-2 FORMAT, ADDRESSED TO NETPDTC PENSACOLA, FL (N321).  REQUESTS 
MUST INCLUDE VALID JUSTIFICATION FOR MISSING THE REGULAR EXAMINATION.
DETAILS FOR "ADMIN ERROR" OR "OPERATIONAL COMMITMENT"
ARE REQUIRED.
        (3) WHEN A COMMAND AUTHORIZES A CANDIDATE TO MISS A REGULAR 
SCHEDULED EXAMINATION AND THE EXAMINATION IS ONBOARD, DO NOT DESTROY 
THE EXAMINATION.  THE COMMAND MUST REQUEST PERMISSION FROM NETPDTC AT 
(850) 452-1252/DSN 922 TO RETAIN THE EXAMINATION FOR LATE 
ADMINISTRATION PURPOSES.

3.  ELIGIBILITY REQUIREMENTS:
    A.  SELRES CANDIDATES MUST MEET THE BASIC ELIGIBILITY REQUIREMENTS 
PER BUPERSINST 1430.16F CHAPTER 2, MILPERSMAN 1160-130 AND THE LATEST 
CAREER REENLISTMENT OBJECTIVES
(CREO) NOT LATER THAN 1 JULY 2009.  TO PREVENT POTENTIAL EXAMINATION 
DISCREPANCIES, COMMANDS SHOULD REFER TO THE LATEST SELECTED RESERVE 
RATING ENTRY FOR GENERAL APPRENTICES (REGA) TO DETERMINE ENTRY 
REQUIREMENTS FOR GENDET SAILORS.  CANDIDATES MUST MAINTAIN THE 
RECOMMENDATION OF THE COMMANDING OFFICER TO REMAIN ELIGIBLE FOR 
ADVANCEMENT.
    B.  CANDIDATES WHO REACH HIGH YEAR TENURE (HYT) ON OR AFTER 1 
JANUARY 2010 (THE FIRST DAY OF THE ADVANCEMENT
CYCLE) OR HAVE RECEIVED A HYT WAIVER TO REMAIN IN A SELRES STATUS ON OR 
AFTER 1 JANUARY 2010, ARE ELIGIBLE TO PARTICIPATE IN THE ADVANCEMENT 
EXAM PER MILPERSMAN 1160-130.
PERSONNEL WHO EXCEED THE HYT LIMIT FOR THE NEXT PAYGRADE DO NOT MEET 
THE CRITERIA TO SERVE IN THE NEXT PAYGRADE VACANCY AND THEREFORE ARE 
NOT ELIGIBLE FOR ADVANCEMENT.
    C.  1 JANUARY 2010 IS THE TERMINAL ELIGIBILITY DATE USED TO COMPUTE 
TIME IN RATE (TIR).  REFER TO BUPERSINST 1430.16F, TABLE 2-2 FOR 
SPECIFIC DATES.
    D.  EARLY PROMOTE TIR WAIVER MUST BE IN ACCORDANCE WITH BUPERSINST 
1430.16F, PARA 216.F.  CANDIDATES WHO HAVE BEEN GRANTED TIR WAIVERS 
MUST BE IDENTIFIED IN THE TRANSMITTAL LETTER TO NETPDTC (N321).  THIS 
WILL PREVENT AUTOMATIC SYSTEM INVALIDATION AS A RESULT OF INSUFFICIENT 
TIR.
    E.  NEW NAVY LEADERSHIP DEVELOPMENT PROGRAM (NLDP) POLICY IS 
CONTAINED IN NAVADMIN 272/08.  MOBILIZED IRR SAILORS ARE EXEMPT FROM 
NLDP REQUIREMENTS.
    F.  WARFARE QUALIFICATION REQUIREMENTS FOR E6 CANDIDATES ARE 
CONTAINED IN THE APPLICABLE OPNAV INSTRUCTION 1414 SERIES AND SHOULD BE 
REVIEWED WHEN VERIFYING ADVANCEMENT ELIGIBILITY.
    G.  CANDIDATES MUST MEET SPECIAL REQUIREMENTS (CITIZENSHIP, 
SECURITY CLEARANCE, MEDICAL, ARMED SERVICES VOCATIONAL APTITUDE BATTERY 
TEST) FOR CERTAIN RATINGS OUTLINED IN BUPERSINST 1430.16F, PARA 204.
    H.  CANDIDATES MUST MEET PHYSICAL READINESS PROGRAM REQUIREMENTS OF 
OPNAVINST 6110.1H.
    I.  PERFORMANCE TEST REQUIREMENTS FOR CERTAIN RATINGS ARE CONTAINED 
IN NAVPERS 18068F VOL I.
    J.  "A" SCHOOL CANDIDATES:
        (1) SAILORS WHO ARE IN "A" SCHOOL FOR A RATING CONVERSION AND 
HAVE NOT COMPLETED THE "A" SCHOOL PRIOR TO THE EXAMINATION ARE NOT 
ELIGIBLE TO PARTICIPATE IN THE EXAMINATION.
        (2) SAILORS WHO COMPLETE MANDATORY CLASS "A" SCHOOL PRIOR TO 
TAKING THE EXAMINATION AND ARE QUALIFIED IN ALL RESPECTS, ARE ELIGIBLE 
TO COMPETE FOR ADVANCEMENT IN THEIR NEW RATING.
SAILORS COMPLETING MANDATORY "A" SCHOOL FOR THE RATING ENTRY AFTER THE 
REGULAR EXAMINATION MONTH ARE NOT ELIGIBLE FOR REGULAR OR LATE 
EXAMINATIONS IN THEIR NEW RATING.

4.  PERFORMANCE MARK AVERAGE (PMA):  COMPUTE PMA AS OUTLINED IN 
BUPERSINST 1430.16F.  EVALS USED TO COMPUTE PMA MUST BE INCLUSIVE OF 
DATES LISTED BELOW:

5.  GENERAL EXAMINATION INFO:
    A.  POINTS FOR OFF-DUTY EDUCATION:  SAILORS COMPETING FOR 
ADVANCEMENT TO PAYGRADES E4-E6 WILL BE AWARDED TWO POINTS FOR AN 
ACCREDITED ASSOCIATES DEGREE AND FOUR POINTS FOR AN ACCREDITED 
BACCALAUREATE DEGREE OR ABOVE.  EDUCATION POINTS WILL BE AWARDED FOR 
THE HIGHEST DEGREE HELD.  TO ALLOW SUFFICIENT TIME FOR THE NAVY COLLEGE 
CENTER TO PROCESS ALL DOCUMENTS, TRANSCRIPTS FOR SAILORS COMPETING FOR 
ADVANCEMENT TO E4-E6 MUST BE RECEIVED BY THE NAVY COLLEGE CENTER NO 
LATER THAN 15 JULY 2009.  THE NAVY COLLEGE CENTER WILL VALIDATE THE 
TRANSCRIPT AND ENTER EDUCATION DATA INTO THE NAVY COLLEGE MANAGEMENT 
INFORMATION SYSTEM (NCMIS).  WHEN CALCULATING AWARD POINTS LOCALLY, DO 
NOT INCLUDE DEGREE AWARD POINTS IN THAT CALCULATION.  NCMIS WILL UPDATE 
SMART AND BE USED TO CALCULATE THE E4-E6 FINAL MULTIPLE SCORE.
    B.  FOR RATINGS WITH MULTIPLE EXAMINATIONS, IT IS IMPERATIVE THAT 
ESOS ENSURE PROPER EXAMINATION IDENTIFICATION IS USED DURING 
EXAMINATION ORDERING AND ANSWER SHEET VERIFICATION (IE. ATI/ATO, 
ETR/ETV/ETN, MM/MME/MMW).
INCORRECT EXAMINATION IDENTIFICATION WILL CAUSE EXAMINATIONS TO BE 
INCORRECTLY GRADED RESULTING IN ONE OF THE MOST COMMON EXAMINATION 
DISCREPANCIES.
    C.  EXAMINATIONS FOR RECALLED RESERVISTS WILL BE ORDERED BY THE 
COMMAND HOLDING THE SERVICE RECORD OF THE MEMBER.  AUTHORITY IS GRANTED 
TO ADMINISTER EXAMINATIONS TO SELRES CANDIDATES ON ACTIVE DUTY WITH 
REGULAR NAVY CANDIDATES 3 SEPTEMBER 2009 FOR E6, 10 SEPTEMBER 2009 FOR 
E5, AND 17 SEPTEMBER 2009 FOR E4.  THESE CANDIDATES ARE STILL REQUIRED 
TO TAKE THE RESERVE EXAMINATION (CYCLE 085) AND NOT THE ACTIVE DUTY 
EXAMINATION.
    D.  THE PHRASE "CYCLE 085" MUST BE ANNOTATED ON BLOCK 4 OF THE 
EXAMINATION ANSWER SHEET.

6.  FORWARDING EXAMINATION RETURNS.  EXAMINATION GRADING REQUIRES A 90 
PERCENT RECEIPT OF RETURNS TO NETPDTC.

ADVANCEMENT.

(N321), INFO COMNAVPERSCOM MILLINGTON, TN (PERS-812), REQUESTING 
INVALIDATION FOR CANDIDATES NO LONGER ELIGIBLE OR NO LONGER RECOMMENDED 
FOR ADVANCEMENT.
        (2) WITHDRAWAL OF ADVANCEMENT RECOMMENDATION MUST BE DOCUMENTED
