EXAMINATIONS WILL BE ADMINISTERED FEBRUARY 2008 FOR E4/E5/E6/E7 
CANDIDATES.  ALL CANDIDATES SERVING ON VOLUNTARY RECALL, ACTIVE DUTY 
TRAINING, OR ACTIVE DUTY UNDER ANY PRESIDENTIAL RECALL AUTHORITY, 
INCLUDING MOBILIZATION, WILL COMPETE FOR ADVANCEMENT AS SELECTED 
RESERVE INACTIVE (USNR-INACTIVE) IN CYCLE 082.  INDIVIDUAL READY 
RESERVE (IRR) PERSONNEL WHO ARE MOBILIZED ARE CONSIDERED UNDER THE

OFFICER'S RECOMMENDATION TO REMAIN ELIGIBLE FOR ADVANCEMENT.
    B.  TO RECOMMEND CANDIDATES FOR ADVANCEMENT, COMMANDS MUST VERIFY 
CANDIDATES HAVE AN EVALUATION IN CURRENT PAYGRADE TO ESTABLISH A 
PERFORMANCE MARK AVERAGE.
    C.  TIR WAIVERS AND EXAM ADMINISTRATION OF EARLY PROMOTE CANDIDATES 
MUST BE IN ACCORDANCE WITH BUPERSINST 1430.16E PARA 216.G.
FAILURE TO IDENTIFY CANDIDATES WHO HAVE BEEN GRANTED TIR WAIVERS WILL 
RESULT IN INVALIDATION OF THE EXAMINATION BECAUSE OF INSUFFICIENT TIR.
    D.  MOBILIZED IRR AND SELRES PERSONNEL WHO ARE HIGH YEAR TENURE
(HYT) FOR THEIR CURRENT PAYGRADE MUST SATISFY ADVANCEMENT ELIGIBILITY 
AS OUTLINED IN MILPERSMAN 1160-130 PARA 7. 
    E.  THOSE MEMBERS WHO HAVE A PENDING RETIREMENT REQUEST OR ARE 
APPROVED FOR TRANSFER TO THE RETIRED RESERVE (WITH OR WITHOUT PAY) ON A 
DATE PRIOR TO THEIR MANDATED HYT ARE INELIGIBLE FOR ADVANCEMENT.
    F.  MEMBERS WHO HAVE SUBMITTED REQUESTS FOR VOLUNTARY TRANSFER TO 
THE RETIRED RESERVE OR FLEET RESERVE MAY BECOME ELIGIBLE FOR CHIEF

WITH REGULAR NAVY CANDIDATES 17 JANUARY 2008 FOR E7, 6 MARCH 2008 FOR
