ADVANCEMENT EXAMINATION FOR ADVANCEMENT IN RATE OF USN/USNR (ACTIVE), 
FULL TIME SUPPORT (FTS) TO INCLUDE ACTIVE GUARD AND RESERVE (AGR), AND 
CANVASSER RECRUITER (CANREC) SAILORS.  THE EXAMINATION DATES ARE:

    A.  REFER TO NAVADMIN 336/07 REGARDING ADVANCEMENT EXAMINATION 
OPTIONS FOR SAILORS WHO ARE PENDING DEPLOYMENT TO, OR ARE DEPLOYED AND 
OPERATING IN IRAQ, AFGHANISTAN, OR THE HORN OF AFRICA.

    B.  CANDIDATES WHO REACH HIGH YEAR TENURE (HYT) ON OR AFTER 1 JUL 
09 (THE FIRST DAY OF THE ADVANCEMENT CYCLE) OR HAVE RECEIVED A HYT 
WAIVER TO REMAIN ON ACTIVE DUTY ON OR AFTER 1 JUL 09, ARE ELIGIBLE TO 
PARTICIPATE IN THE ADVANCEMENT EXAMINATION PER MILPERSMAN 1160-120.
    C.  1 JUL 09 IS THE TERMINAL ELIGIBILITY DATE USED TO COMPUTE TIR.  
REFER TO BUPERSINST 1430.16F, TABLE 2-2 FOR SPECIFIC DETAILS.
    D.  EARLY PROMOTE TIR WAIVERS MUST BE IN ACCORDANCE WITH BUPERSINST

    J.  "A" SCHOOL CANDIDATES:
        (1) SAILORS IN "A" SCHOOL FOR A RATING CONVERSION DURING THE 
REGULAR EXAMINATION DATE ARE NOT ELIGIBLE TO PARTICIPATE IN THE 
EXAMINATION.
        (2) SAILORS WHO COMPLETE MANDATORY CLASS "A" SCHOOL AFTER 1 FEB 
09 AND BEFORE THE REGULAR EXAMINATION DATE AND ARE QUALIFIED IN ALL

    A.  POINTS FOR OFF-DUTY EDUCATION:  SAILORS COMPETING FOR 
ADVANCEMENT TO PAYGRADES
E4-E6 WILL BE AWARDED TWO POINTS FOR AN ACCREDITED ASSOCIATES DEGREE 
AND FOUR POINTS FOR AN ACCREDITED BACCALAUREATE DEGREE OR ABOVE.  
EDUCATION POINTS WILL BE AWARDED FOR THE HIGHEST DEGREE HELD.  TO ALLOW 
SUFFICIENT TIME FOR THE NAVY COLLEGE CENTER TO PROCESS ALL DOCUMENTS, 
TRANSCRIPTS FOR SAILORS COMPETING FOR ADVANCEMENT TO E4-E6 MUST BE 
RECEIVED BY THE NAVY COLLEGE CENTER NO LATER THAN 1 MAR 09.  THE NAVY 
COLLEGE CENTER WILL VALIDATE THE TRANSCRIPT AND ENTER EDUCATION DATA 
INTO THE NAVY COLLEGE MANAGEMENT INFORMATION SYSTEM (NCMIS).  NCMIS 
WILL UPDATE SMART AND BE USED TO CALCULATE THE E4-E6 FMS.
    B.  FOR RATINGS WITH MULTIPLE EXAMINATIONS, IT IS IMPERATIVE THAT 
ESOS ENSURE PROPER EXAMINATION IDENTIFICATION IS USED DURING 
EXAMINATION ORDERING AND ANSWER SHEET VERIFICATION (IE. NCR/NCC, 
ATI/ATO, ETR/ETV/ETN).  INCORRECT EXAMINATION IDENTIFICATION WILL CAUSE 
EXAMINATIONS TO BE INCORRECTLY GRADED RESULTING IN ONE OF THE MOST 
COMMON EXAMINATION DISCREPANCIES.
    C.  NAVY COUNSELOR (NC) EXAMINATIONS:  ADMINISTER NCR1 EXAMINATIONS 
TO NC'S HOLDING NAVY ENLISTED CLASSIFICATION (NEC) 2186 AND ASSIGNED TO 
RECRUITING DUTY AS A MEMBER OF THE CAREER RECRUITING FORCE.  ADMINISTER 
NCC1 EXAMINATIONS TO NAVY COUNSELORS (LESS CAREER RECRUITING FORCE).
    D.  AVIATION ELECTRONICS TECHNICIAN (AT) EXAMINATIONS:  ADMINISTER 
ATI EXAMINATIONS FOR INTERMEDIATE MAINTENANCE AND ATO EXAMINATIONS FOR
