RMKS/1.  REF A ANNOUNCED SHORE-BASED IMPLEMENTATION FOR ELECTRONIC LEAVE (E-
LEAVE) COMMENCING AUGUST 2010.  AFLOAT IMPLEMENTATION WILL PROGRESS OVER THE 
NEXT 24 MONTHS AS SHIPS'
NAVY STANDARD INTEGRATED PERSONNEL SYSTEM (NSIPS) SERVERS RECEIVE THE 
APPROPRIATE SOFTWARE UPGRADES.

2.  TO FACILITATE THE AUGUST IMPLEMENTATION SCHEDULE, SHORE COMMANDS MUST 
IDENTIFY A COMMAND LEAVE ADMINISTRATOR (CLA) IN WRITING VIA LETTER OF 
DESIGNATION (LOD).  COMMANDS MUST FORWARD THE LOD TO THE LOCAL PERSONNEL 
SUPPORT DETACHMENT (PSD)/CUSTOMER SERVICE DETATCHMENT (CSD) NSIPS ACCESS 
MANAGER NO LATER THAN 30 JULY 2010.

3.  ALL E-LEAVE INFORMATION, LOD TEMPLATES, TRAINING SCHEDULES, DEFENSE 
CONNECT ONLINE (DCO) SESSIONS, AND ADDITIONAL RESOURCES CAN BE ACCESSED VIA 
THE NSIPS NAVY KNOWLEDGE ONLINE (NKO) WEBSITE BY LOGGING ON AT 
HTTPS://WWW.NKO.NAVY.MIL/.
AFTER LOGGING IN SELECT "ORGANIZATIONS" FROM THE "ORGANIZATION AND 
COMMUNITIES" DROP-DOWN BOX IN THE TOP-LEFT CORNER OF THE SCREEN.  SELECT 
"NSIPS" FROM THE "NAVY AND MARINE CORPS ORGANIZATIONS" LIST.  ADDITIONAL 
MATERIALS AVAILABLE INCLUDE QUICK START GUIDES, POWERPOINT PRESENTATIONS, 
DEMONSTRATIONS, AND COURSE EVALUATIONS.  NSIPS E-LEAVE USER GUIDES WILL BE 
AVAILABLE IN JULY 2010.

4.  THE CURRENT SCHEDULE FOR INSTRUCTOR LED TRAINING (ILT) CLASSES FOR COMMAND 
LEAVE ADMINISTRATORS IS:

JACKSONVILLE, FL 21-25 JUNE 2010
NORFOLK, VA JUNE 28-2 JULY 2010
SAN DIEGO, CA 12-23 JULY 2010
YOKOSUKA, JA 2-6 AUGUST 2010
NAPLES, IT 9-13 AUGUST 2010

5.  DCO IS AN ADDITIONAL RESOURCE THAT WILL BE UTILIZED TO PROVIDE TRAINING 
VIA ON-LINE DELIVERY.  ILT DCO SESSIONS WILL INCLUDE CLA TRAINING AND GENERAL 
E-LEAVE FAMILIARIZATION.
DCO SCHEDULES AND RECORDED ILT SESSIONS WILL BE AVAILABLE VIA THE NSIPS NKO 
WEBSITE.

6.  PROCEDURES FOR IMPLEMENTING E-LEAVE AFLOAT WILL BE RELEASED SEPCOR.  PRIOR 
TO E-LEAVE AFLOAT INTEGRATION, AFLOAT UNITS WITH A NSIPS SERVER ONBOARD MUST 
VERIFY ALL PERSONNEL HAVE SHIPBOARD SELF-SERVICE ELECTRONIC SERVICE RECORD 
(ESR) ACCOUNTS PER REF B.  E-LEAVE AFLOAT WILL RESIDE WITHIN THE SHIPBOARD ESR 
ACCOUNT.  ADDRESS QUESTIONS REGARDING SELF-SERVICE ESR ACCOUNT CREATION TO THE 
SHIP'S PERSONNEL OFFICER OR COMMAND PASS COORDINATOR.
