GENTEXT/RMKS/1.  THIS NAVADMIN 
ANNOUNCES CHANGES TO THE SERVICEMEMBERS GROUP LIFE INSURANCE (SGLI) 
PROGRAM.  PUBLIC LAW 109-80 (SGLI ENHANCEMENT ACT OF 2005) REQUIRES 
WRITTEN NOTIFICATION TO SPOUSES WHEN MARRIED SERVICE MEMBERS DECLINE 
SGLI COVERAGE, ELECT LESS THAN $400,000 SGLI COVERAGE, OR DESIGNATE 
BENEFICIARIES FOR SGLI COVERAGE OTHER THAN THEIR CURRENT LAWFUL SPOUSE 
OR CHILD(REN).  THE FOLLOWING NOTIFICATION PROCEDURES ARE EFFECTIVE 
IMMEDIATELY AND WILL BE ACCOMPLISHED BY THE SERVICING PERSONNEL OFFICES 
(PO), PERSONNEL SUPPORT DETACHMENTS/ACTIVITIES (PSD/PSA) AND NAVY 
OPERATIONAL SUPPORT CENTERS (NOSC):
    A.  WITHIN 30 DAYS OF THE MEMBER S ELECTION TO DECLINE SGLI 
COVERAGE, ELECT LESS THAN $400,000 SGLI COVERAGE OR DESIGNATE A 
BENEFICIARY FOR SGLI OTHER THAN THE LAWFUL SPOUSE OR CHILD(REN), THE 
SERVICING PO/PSD/NOSC WILL MAIL A NOTIFICATION LETTER TO THE MEMBER S 
SPOUSE.  THE FORMAT FOR THE LETTER CAN BE OBTAINED BY SELECTING THE 
SGLI LETTER TO SPOUSE (SAMPLE) LINK AT 
WWW.NPC.NAVY.MIL/COMMANDSUPPORT/CASUALTYASSISTANCE.
    B.  THE LETTER SHALL NOT INCLUDE THE NAME(S) OF THE ACTUAL 
DESIGNATED BENEFICIARY(IES) LISTED ON THE SERVICE MEMBERS GROUP LIFE 
INSURANCE ELECTION AND CERTIFICATE (SGLV 8286).
    C.  NOTIFICATION SHALL BE SENT VIA FIRST CLASS POSTAL SERVICE TO 
THE SPOUSE S CURRENT DEFENSE ENROLLMENT ELIGIBILITY REPORTING SYSTEM
(DEERS) ADDRESS OF OFFICIAL RECORD.
    D.  INCLUDE WITH THE NOTIFICATION LETTER A COPY OF  FREQUENTLY 
ASKED QUESTIONS ABOUT SGLI,  ALSO AVAILABLE ONLINE.
2.  DOCUMENT FILING REQUIREMENTS:
    A.  SUBMISSION OF THE SGLV 8286 AND COPY OF THE SPOUSAL 
NOTIFICATION LETTER FOR FILING IN THE PERMANENT PERSONNEL RECORD WILL 
BE ACCOMPLISHED IN ACCORDANCE WITH BUPERSINST 1070.27B AND MAILED TO 
COMNAVPERSCOM (PERS-312C).
    B.  TO ENSURE PROPER FILING IN THE PERMANENT PERSONNEL RECORD, THE 
SERVICING PO/PSD WILL CLEARLY TYPE/WRITE THE MEMBER S NAME AND SSN ON 
THE TOP, LEFT CORNER OF THE COPY OF THE SPOUSAL NOTIFICATION LETTER.
    C.  A COPY OF THE SPOUSAL NOTIFICATION LETTER WILL ALSO BE FILED 
BENEATH THE SGLV 8286 IN THE FIELD SERVICE RECORD FOR ENLISTED 
PERSONNEL AND IN THE APPROPRIATE COMMAND FILES FOR OFFICERS.
