APPARATUS (SCBA'S), INCLUDING THE OXYGEN BREATHING APPARATUS (OBA),  PRIOR TO 
REPORTING FOR TRAINING.  REFS C THROUGH F DESCRIBES THE PHA  PROCESS AND 
DEFINITIONS OF FULLY MEDICALLY READY AND NO  DEPLOYMENT-LIMITING CONDITIONS
