RMKS/1.  NAVY IS SEEKING APPLICATIONS FROM HIGHLY QUALIFIED AND MOTIVATED E6 
THROUGH E9 PERSONNEL FOR THE FY-13 LIMITED DUTY OFFICER
(LDO) AND CHIEF WARRANT OFFICER (CWO) PROGRAMS.  LDOS AND CWOS BRING A VARIETY 
OF EXPERIENCE AND UNIQUE PERSPECTIVES INTO THE WARDROOM FROM THEIR ENLISTED 
SERVICE.  THE LDO/CWO CAREER PATHS PROVIDE ADDITIONAL LEADERSHIP OPPORTUNITIES 
AND ENHANCE A SAILOR'S ABILITY TO CONTRIBUTE TO THE NAVY.  THESE PROGRAMS 
DELIVER TO THE OFFICER CORPS SEASONED PROFESSIONALS WITH PROVEN LEADERSHIP 
ABILITIES AT AN ECONOMICAL COST.  LDOS PROVIDE BROAD TECHNICAL MANAGEMENT AND 
LEADERSHIP SKILLS, AND CWOS PROVIDE SPECIFIC TECHNICAL EXPERTISE AND 
LEADERSHIP SKILLS IN SUPPORT OF THE UNRESTRICTED LINE, RESTRICTED  LINE AND 
STAFF CORPS COMMUNITIES.  THEY SERVE IN A VARIETY OF LEADERSHIP BILLETS WITHIN 
THEIR TECHNICAL FIELDS, RANGING FROM DIVISION OFFICER TO COMMANDING OFFICER 
ASHORE.

2.  IF CONFLICTS ARE NOTED BETWEEN THIS NAVADMIN AND OPNAVINST  1420.1B, THIS 
NAVADMIN TAKES PRECEDENCE.  SPECIFICALLY, PARA 9 TIME IN SERVICE
(TIS) COMPUTATION, PARA 11 TIS FOR CWO ELIGIBILITY, PARA 12 CWO APPOINTMENTS, 
PARA 13 CWO ELIGIBILITY FOR LDO, PARA 14 THROUGH 17 SPECIFIC DESIGNATOR 
ANNOUNCEMENTS/REQUIREMENTS.

3.  COMMANDING OFFICER'S ENDORSEMENT MUST CONTAIN THE FOLLOWING STATEMENT. 
"APPLICANT MEETS ALL REQUIREMENTS OUTLINED IN OPNAVINST 1420.1B, THIS 
NAVADMIN, AND THE PHYSICAL FITNESS STANDARDS OF  OPNAVINST 6110.1J."

4.  APPLICATIONS MUST BE POSTMARKED NO LATER THAN 1 OCT 11.  ROUTINE ADDENDA 
TO APPLICATIONS, EXCLUDING EVALUATIONS AND AWARDS, MUST BE RECEIVED NO LATER 
THAN 1 DEC 11 FOR PRE-BOARD SCANNING.  EVALUATIONS AND AWARDS MUST BE RECEIVED 
NOT LATER THAN THE DAY PRIOR TO BOARD CONVENING.  ALL APPLICATIONS/ADDENDA 
MUST HAVE MEMBER'S FULL SSN ON EACH PAGE.  APPLICATIONS MUST BE MAILED TO NPC 
CUSTOMER SERVICE  CENTER.

5.  INTERVIEW APPRAISAL BOARDS SHALL CONSIST OF A MINIMUM OF THREE  NAVAL 
OFFICERS (LDO/CWO IF AVAILABLE).  EVERY EFFORT (INCLUDING BUT NOT LIMITED TO 
PHONE, VTC ETC) SHALL BE USED TO ENSURE AT LEAST ONE BOARD MEMBER IS FROM THE 
DESIGNATOR FOR WHICH THE APPLICANT IS APPLYING.
MINIMUM GRADE REQUIRMENTS FOR BOARD MEMBERS ARE LTJG OR CWO2 WITH TWO YEARS 
TIME-IN-GRADE.  POTENTIAL BLOCK ON INTERVIEW APPRAISALS MUST BE MARKED FOR 
LDO/CWO CANDIDATES.

6.  FOR APPLICANTS WHO HAVE OR ARE CURRENTLY SERVING IN INDIVIDUAL 
AUGMENTEE/GLOBAL SUPPORT ASSIGNMENTS (IA/GSA), INCLUDE THESE TOURS IN THE 
ASSIGNMENT HISTORY SECTION OF THE APPLICATION.  CO'S  RECOMMENDATION MUST 
INCLUDE VALIDATION OF ANY LISTED IA/GSA ASSIGNMENT.

7.  APPLICANTS CURRENTLY SERVING IN IA/GSA MAY HAVE THEIR APPLICATION ENDORSED 
BY THEIR FIELD COMMANDER.  ALL APPLICATIONS ENDORSED BY  FIELD COMMANDER MUST 
HAVE PARENT COMMAND CONCURRENCE.  SAMPLE CONCURRENCE LETTER IS LOCATED AT

8.  COMMANDS MUST ENSURE COPIES OF THE MOST RECENT PERIODIC EVAL ARE INCLUDED 
IN THE APPLICATION OR LATER ADDENDUM FOR BOARD REVIEW AND CONTINUITY.  FIRST 
CLASS PETTY OFFICERS MUST SUBMIT THEIR 15 NOV 2011 EVALUATION.

9.  TIS FOR THE FY-13 BOARD MUST BE COMPUTED TO 1 OCT 2012.

10.  LDO APPLICANTS WITH TIS GREATER THAN 16 YEARS TOTAL ACTIVE  SERVICE MAY 
REQUEST A WAIVER IN PART 3 OF THE PERSONAL STATEMENT.  TIS  WAIVERS GREATER 
THAN 16.5 YEARS WILL NOT BE GRANTED.

11.  CWO APPLICANTS WITH TIS GREATER THAN 22 YEARS TOTAL ACTIVE  SERVICE MAY 
REQUEST A WAIVER IN PART 3 OF THE PERSONAL STATEMENT.  TIS  WAIVERS GREATER 
THAN 23 YEARS WILL NOT GENERALLY BE GRANTED.

12.  CHIEF AND SENIOR CHIEF PETTY OFFICER APPLICANTS SELECTED FOR 
COMMISSIONING AS A CWO WILL BE APPOINTED TO THE PERMANENT GRADE OF  CWO2.
MASTER CHIEF PETTY OFFICERS, REGARDLESS OF TIME IN GRADE, WILL BE APPOINTED TO 
THE PERMANENT GRADE OF CWO3.

13.  CWO TO LDO/LTJG APPLICATIONS WILL BE ACCEPTED FOR THE FOLLOWING 
DESIGNATORS ONLY:  723X, 728X, 731X, 734X, 738X, 741X, 742X, 744X,  AND 748X.  
CWO APPLICANTS FOR LDO MUST HAVE AT LEAST 2 YEARS TIG AND BE BETWEEN 14 AND 16 
YEARS TOTAL ACTIVE SERVICE AS OF 1 OCT 12.  THIS ENABLES CWOS WHO ARE SELECTED 
FOR LDO A FULL CAREER OPPORTUNITY AS A LDO.  LDO (LTJG) SELECTS TERMINATE 
THEIR CWO STATUS AND BECOME A PERMANENT LDO UPON APPOINTMENT.

14.  AS A RESULT OF THE LDO/CWO SUSTAINABILITY INITIATIVE SEVERAL DESIGNATORS 
HAVE BEEN DEEMED UNSUSTAINABILE.  AS SUCH, FY-13 IS THE  FINAL YEAR OF 
SELECTIONS FOR DESIGNATORS 723X, 728X AND 751X.

15.  AS A RESULT OF THE LDO/CWO SUSTAINABILITY INITATIVE APPLICATIONS WILL NOT 
BE ACCEPTED FOR DESIGNATORS 615X AND 748X.

16.  THE FY-13 BOARD WILL CONSIDER APPLICANTS FOR CYBER CHIEF WARRANT OFFICERS 
(743X).  PERSONNEL APPLYING FOR THIS DESIGNATOR MUST MEET ELIGIBILITY 
REQUIREMENTS LISTED IN NAVADMIN 139/10.

17.  NAVY DIVER APPLICANTS APPLYING FOR DESIGNATOR (720X) MUST MEET 
REQUIREMENTS OUTLINED IN MILPERSMAN 1220-100 PARAGRAPH 18.B.(5) (A) THROUGH 
(E), (H) AND (I).

18.  DUE TO ONGOING RATING MERGERS, ELIGIBLE SAILORS ARE ENCOURAGED  TO APPLY 
FOR THE DESIGNATOR FOR WHICH THEY HAVE DOCUMENTED TECHNICAL AND LEADERSHIP 
EXPERIENCE, REGARDLESS OF CURRENT RATING.

19.  APPLICANTS MUST MAINTAIN ELIGIBILITY THROUGHTOUT THE SELECTION/PROMOTION 
PROCESS.  APPLICANTS THAT ARE DEEMED INELIGIBLE  AFTER THE SUBMISSION OF 
APPLICATIONS MUST BE DECLARED INELIGIBLE BY REMOVAL  OF THE CO'S
