E7 NAVY-WIDE ADVANCEMENT EXAMINATIONS AND THE FY14 ACTIVE E7 SELECTION BOARD.  
IT IS THE RESPONSIBILITY OF THE CANDIDATE AND COMMAND TO ENSURE THE 
CANDIDATE'S OFFICIAL MILITARY PERSONNEL FILE (OMPF) IS UP TO DATE AND ANY 
ISSUE IMPACTING THE ELIGIBILITY OF THE CANDIDATE IS IDENTIFIED TO PERS-802/81.
COMMUNICATION TO THE BOARD MUST ORIGINATE FROM THE INDIVIDUAL MEMBER AND MUST 
BE ACCOMPANIED UNDER THE CANDIDATE'S LETTER TO THE BOARD (LTB).  INFORMATION

3.  ELIGIBILITY CRITERIA:
     A.  SAILORS NOT SELECTED FOR RETENTION BY THE ENLISTED RETENTION BOARD 
(ERB) ARE NOT ELIGIBLE FOR FUTURE ACTIVE DUTY ADVANCEMENT.  THEY SHALL NOT BE 
ADMINISTERED CYCLE 218 ADVANCEMENT EXAMS AND MAY NOT OTHERWISE QUALIFY AS 
SELECTION BOARD ELIGIBLE FOR THE FY14 E7 SELECTION BOARD.
     B.  SAILORS APPROVED FOR CHANGE IN RATING THROUGH THE ERB ARE NOT 
ELIGIBLE FOR ADVANCEMENT IN THEIR OLD RATING AND DO NOT BECOME ELIGIBLE FOR 
ADVANCEMENT IN THEIR NEW RATING UNTIL THEY HAVE SUCCESSFULLY COMPLETED 
REQUIRED TRAINING AND CONVERTED TO THEIR NEW RATING.  THESE SAILORS MAY TAKE 
THE E7 EXAM IN THEIR OLD RATING TO ESTABLISH SELECTION BOARD ELIGIBILITY.  
HOWEVER, PER PARAGRAPH 203.B OF REF A, SELECTION BOARD ELIGIBLE PERSONNEL MUST 
HAVE COMPLETED THE CONVERSION PROCESS AND BE IN THEIR NEW RATING ONE MONTH 
PRIOR TO BOARD CONVENING IN ORDER TO RECEIVE A QQQQ REVIEW BY THE SELECTION 
BOARD IN THE NEW RATING.
    C.  TERMINAL ELIGIBILITY DATE FOR CYCLE 218 IS 1 JANUARY 2014.
PERSONNEL WITH A TIR DATE OF 1 JANUARY 2011 OR EARLIER WILL BE TIR ELIGIBLE 
FOR THIS SELECTION BOARD CYCLE.  REFER TO REF A, PARA 216, TO COMPUTE TIR.
    D.  TIR WAIVERS AND EXAMINATION ADMINISTRATION OF EARLY PROMOTE CANDIDATES 
MUST BE IN ACCORDANCE WITH REF A, PARA 216.F.
CANDIDATES WHO HAVE BEEN GRANTED TIR WAIVERS MUST BE IDENTIFIED DURING 
EXAMINATION ORDERING AND ON THE LETTER OF TRANSMITTAL.
THIS WILL PREVENT AUTOMATIC SYSTEM INVALIDATION AS A RESULT OF INSUFFICIENT

    E.  CANDIDATES WHO REACH HIGH YEAR TENURE (HYT) ON OR AFTER THE FIRST DAY

REMAIN ON ACTIVE DUTY BEYOND

EXAM, OR IF RESULTS OCCUR AFTER EXAM ADMINISTRATION, THE EXAM MUST BE 
INVALIDATED BY THEIR COMMANDS.
    H.  BRANCH CLASS (BRCL) AND SPECIAL PROGRAM INDICATOR CODE:
BRCL 32 WITH A BLANK SPECIAL PROGRAM INDICATOR (SPI) CODE IS AN INVALID NAVY 
ACCOUNTING STATUS WHICH MAY CAUSE SAILORS TO BE REFLECTED IN THE INCORRECT 
ADVANCEMENT COMPETITIVE CATEGORY.
COMMANDS WITH SAILORS IN THIS INVALID ACCOUNTING STATUS MUST TAKE ACTION TO 
CORRECT THIS ERROR EITHER VIA NAVY STANDARD INTEGRATED PERSONNEL SYSTEM 
(NSIPS) CORRECTIVE ACTION OR THE SAILOR MUST SUBMIT A BOARD CORRECTION OF 
NAVAL RECORDS (BCNR) PETITION.  THIS ACCOUNTING STATUS IS REFLECTED ON THE 
COMMAND'S ENLISTED DISTRIBUTION VERIFICATION REPORT (EDVR).  SAILORS IN THIS 
INVALID ACCOUNTING STATUS WILL HAVE THEIR EXAM INVALIDATED.
    I.  SPECIAL REQUIREMENTS FOR NUCLEAR TRAINED PERSONNEL.
        (1) TO BE ELIGIBLE FOR ADVANCEMENT TO E7, SUBMARINE SAILORS IN NUCLEAR 
RATINGS MUST HOLD A SUPERVISOR NEC (3363, 3364, 3365, 3366).  ADDITIONALLY, 
PERSONNEL MUST HAVE QUALIFIED AS ENGINEERING WATCH SUPERVISOR (EWS).  
ACCEPTABLE DOCUMENTATION OF EWS QUALIFICATION INCLUDES AN EVALUATION WITH 
"EWS" IN BLOCK 29 OR A LETTER FROM THE MEMBER'S COMMAND FORWARDED TO THE BOARD 
VIA THE MEMBER'S LTB WHICH CERTIFIES EWS QUALIFICATION.
        (2) TO BE ELIGIBLE FOR ADVANCEMENT TO E7, SURFACE SAILORS IN NUCLEAR 
RATINGS MUST HOLD A SUPERVISOR NEC (3393, 3394, 3395, 3396).  ADDITIONALLY, 
PERSONNEL MUST HAVE QUALIFIED AS EWS OR PROPULSION PLANT WATCH SUPERVISOR 
(PPWS).  ACCEPTABLE DOCUMENTATION OF EWS OR PPWS QUALIFICATION INCLUDES AN 
EVALUATION WITH "EWS" OR "PPWS" IN BLOCK 29 OR A LETTER FROM THE MEMBER'S 
COMMAND FORWARDED TO THE BOARD VIA THE MEMBER'S LTB WHICH CERTIFIES EWS OR 
PPWS QUALIFICATION.
     J.  SPECIAL REQUIREMENTS FOR NAVAL SPECIAL WARFARE (NSW) PERSONNEL.  PER 
REF C, THE NSW ALTERNATIVE FINAL MULTIPLE SCORE
(AFMS) WILL BE USED TO DETERMINE SELECTION BOARD ELIGIBILITY FOR THE SPECIAL 
WARFARE OPERATOR (SO) AND SPECIAL WARFARE BOAT OPERATOR (SB) RATINGS.  ALL 
TIR-ELIGIBLE SO1 AND SB1 MUST REVIEW AND VERIFY THEIR AFMS WORKSHEET IN NSIPS

    K.  CANDIDATES MUST MEET SPECIAL REQUIREMENTS (CITIZENSHIP, SECURITY

4.  EVALUATIONS USED TO COMPUTE PERFORMANCE MARK AVERAGE (PMA) MUST BE 
INCLUSIVE OF PERIOD 1 JANUARY 2010 - 31 DECEMBER 2012.  REFER TO REF D FOR USE 
OF CONCURRENT EVALUATIONS FOR SPECIFIC IA/OSA TOURS FOR PMA COMPUTATION AND 
FOR USE TO ESTABLISH ELIGIBILITY FOR EARLY PROMOTE TIR WAIVERS.  IA/OSA 
EVALUATIONS USED FOR TIR WAIVERS MUST HAVE AN ENDING DATE BY 28 FEBRUARY 2013.  
ONLY E6 EVALUATIONS ARE TO BE USED FOR PMA COMPUTATION.  IF SERVICE MEMBER 
DOES NOT HAVE AN EVALUATION WITHIN THE PERIOD SPECIFIED, PREPARE A SPECIAL 
EVALUATION WITH 31 DECEMBER 2012 IN BLOCK 15.

5.  GENERAL EXAMINATION INFO:
    A.  EXAMINATIONS WILL BE ADMINISTERED PER REF A, CHAPTER 6.  DO NOT 
ADMINISTER CYCLE 218 EXAMINATIONS PRIOR TO 17 JANUARY 2013 UNLESS SPECIFICALLY 
AUTHORIZED BY COMNAVPERSCOM (PERS-81).
    B.  REFER TO REF E REGARDING ADVANCEMENT EXAMINATION OPTIONS FOR SAILORS 
WHO ARE PENDING DEPLOYMENT TO, OR ARE DEPLOYED AND OPERATING IN IRAQ, 
AFGHANISTAN, OR THE HORN OF AFRICA.  COMMANDS MUST SUBMIT THE COMMAND LETTER 
OF TRANSMITTAL IN ACCORDANCE WITH REF D.  THE IN-THEATER SELECTION BOARD 
ELIGIBILITY WAIVER IS NOT AN AUTOMATIC PROCESS.  COMMANDS MUST TAKE ACTION TO

ORDERING SITE.  CLICK ON EXAMINATION STATUS VERIFICATION REPORT (ESVR), RATE 
CHANGE AUTHORIZATION (RCA), PROFILE SHEETS, AND COMMAND STATISTICS.  THE ESVR 
AND RCA ARE THE OFFICIAL SOURCE FOR NAVY ADVANCEMENT EXAMINATION RESULTS AND 
AUTHORITY TO FROCK SELECTED CANDIDATES.  ESOS MUST PROVIDE COPIES TO SUPPORTED 
ACTIVITIES UPON RECEIPT.
    B.  COMMANDS WILL BE NOTIFIED VIA NAVAL MESSAGE IF A CANDIDATE'S 
EXAMINATION NEEDS TO BE INVALIDATED DUE TO UNUSUAL CIRCUMSTANCES.
