RMKS/1.  THIS NAVADMIN ANNOUNCES THE PUBLICATION OF OPNAVINST 3100.6J CHANGE 
TWO, SPECIAL INCIDENT REPORTING (OPREP-3 PINNACLE, OPREP-3  NAVY BLUE, AND 
OPREP-3 NAVY UNIT SITREP) PROCEDURES.

2.  REF A IS HEREBY UPDATED.  REF B IS HEREBY SUPERSEDED. OPNAVINST 3100.6J 
WITH CHANGE 2 IS THE ONLY AUTHORIZED SPECIAL INCIDENT REPORTING INSTRUCTION 
FOR USE.  IT CAN BE DOWNLOADED AT THE DEPARTMENT OF NAVY ISSUANCES' SIPR 
WEBSITE: HTTP://HQWEB.CNO.NAVY.SM IL.MIL/DONCI.  IF NO SIPR ACCESS AVAILABLE

3.  THIS INSTRUCTION HAS CRITICAL UPDATES.  MAJOR CHANGES INCLUDE  UPDATES TO 
MOTORCYCLE MISHAP RELATED OPREP-3 REPORTING CRITERIA,  VOICE MESSAGE REPORT 
CONTACT INFORMATION, AND UPDATES TO SEXUAL  ASSAULT REPORTING REQUIREMENTS. 
UPDATES TO SEXUAL ASSUALT REPORTING REQUIREMENTS INCLUDE:
A.  INITIAL SEXUAL ASSAULT OPREP/SITREP REPORTS WILL FOLLOW THE SAME STANDARD 
DATA FIELD REQUIREMENTS AS OTHER PERSONNEL INCIDENT REPORTS AS OUTLINED IN 
APPENDIX B.
B.  GENTEXT/INCIDENT IDENTIFICATION AND DETAILS SECTION OF THE FINAL SECTION 
OF FOLLOW-UP AND FINAL OPREP-3 NAVY BLUE/OPREP-3 NAVY UNIT SITREPS WILL 
INCLUDE, AS APPLICABLE, (1) STATUS OF MILITARY PROTECTIVE ORDER(S) (MPO'S) 
(E.G., ISSUANCE, DURATION, TERMINATION, VIOLATION, ETC.).  (2) STATUS OF 
TRANSFER/REASSIGNMENT (PERMANENT AND/OR TEMPORARY) OF VICTIM(S) AND/OR 
OFFENDER(S).  (3) STATUS OF VICTIM'S COLLATERAL MISCONDUCT INVESTIGATION 
AND/OR DISPOSITION (IF APPLICABLE).  (4) INFORMATION PERTINENT TO THE ONGOING 
INCIDENT RESPONSE.
C.  SEXUAL ASSAULT INCIDENT DATA REPORT.  THE NAVPERS 1752/1 FORM HAS BEEN 
REVISED AND AUTOMATED AND IS NOW A ONE-TIME REPORT REQUIRED WITHIN TEN DAYS OF 
THE INITIAL OPREP/SITREP REPORT.  NAVPERS 1752/1 IS A FILLABLE FORM LOCATED AT 
HTTPS://NAVALFORMS.DAPS.DLA.MIL/ THAT THE REPORTING COMMAND WILL COMPLETE AND 
AUTOMATICALLY E-MAIL DIRECTLY TO OPNAV (N135) AT 
OPNAV_SAPR_REPORT(AT)NAVY.MIL.  THIS REPORT WILL HAVE LIMITED DISTRIBUTION TO 
ENSURE CONTROL OF SENSITIVE  INFORMATION AND INCORPORATES PLAIN LANGUAGE 
DEFINITIONS FOR "TYPE OF  SEXUAL ASSAULT REPORTED".
