RMKS/1. THIS NAVADMIN PROVIDES PROCEDURES AWARD SUBMISSION FOR PERSONNEL ELIGIBLE FOR 
THE CR UNDER REVISED CRITERIA OUTLINED IN REF A. REF A AUTHORIZES AWARD OF THE CR TO 
INDIVIDUALS WHO TAKE DIRECT ACTION TO DISABLE, RENDER SAFE, OR DESTROY AN ACTIVE ENEMY 
EMPLACED IMPROVISED EXPLOSIVE DEVICE (IED), MINE, OR SCATTERABLE MUNITION. THE ABOVE 
CRITERIA IS EFFECTIVE IMMEDIATELY AND RETROACTIVE TO 7 OCTOBER 2001.

2. CONSIDERATION FOR ELIGIBILITY:
A. NEW SUBMISSIONS: MEMBER'S COMMANDING OFFICER SUBMIT OPNAV 1650/3 VIA CHAIN OF 
COMMAND TO NAVY COMPONENT COMMANDER OR CHIEF OF NAVAL OPERATIONS (CNO), AS 
APPROPRIATE, FOR QUALIFYING ACTIONS SUBSEQUENT TO 31 MARCH 2010 (THOSE QUALIFYING 
ACTIONS DATED WITHIN THE DON 3-YEAR TIME LIMITATION FOR AWARDS SUBMISSION).
B. RECONSIDERATION OF PREVIOUS CR DENIALS NOW POSSIBLY MEETING
CRITERIA: ACTIVE DUTY MEMBER'S COMMANDING OFFICER RESUBMIT 1650/3 VIA CURRENT CHAIN OF 
COMMAND TO ORIGINAL CR DISAPPROVAL AUTHORITY FOR RECONSIDERATION/APPROVAL.
C. RETROACTIVE SUBMISSIONS:
(1) ACTIVE DUTY EXPLOSIVE ORDNANCE DISPOSAL (EOD) MEMBER'S COMMANDING OFFICER SUBMIT 
OPNAV 1650/3 VIA CHAIN OF COMMAND TO COMMANDER, NAVY EXPEDITIONARY COMBAT 
COMMAND (NECC) FOR QUALIFYING ACTIONS BETWEEN
7 OCTOBER 2001 AND 31 MARCH 2010 (THOSE QUALIFYING ACTIONS DATED BEYOND THE DON 3-YEAR 
TIME LIMITATION FOR AWARDS SUBMISSION).
(2) NON-EOD MEMBER'S COMMANDING OFFICER SUBMIT OPNAV 1650/3 VIA NORMAL CHAIN OF 
COMMAND TO NAVY COMPONENT COMMANDER OR TO CNO AWARDS OFFICE, DNS-35, AS 
APPROPRIATE.
(3) NAVY VETERANS (SEPARATED/RETIRED): SUBMIT OPNAV 1650/3 VIA UNIT/COMMAND ASSIGNED AT 
TIME OF ACTION FOR SIGNATURE BY THE PARENT COMMANDING OFFICER. SUBMISSION MUST 
INCLUDE VERIFICATION OF SERVICE AND SUPPLEMENTAL DOCUMENTATION SUCH AS EVALUATIONS 
AND EYEWITNESS STATEMENTS.

3. ALL OTHER REQUIREMENTS AS OUTLINED IN REF (C) AND (D) REMAIN IN EFFECT.
