IT IS THE RESPONSIBILITY OF THE CANDIDATE AND COMMAND TO ENSURE THE 
CANDIDATE'S OFFICIAL MILITARY PERSONNEL FILE(OMPF) IS UP TO DATE AND ANY 
ISSUE IMPACTING THE ELIGIBILITY OF THE CANDIDATE IS IDENTIFIED TO PERS-
802/81.  NOTEWORTHY ITEMS OF INTEREST:
    A.  COMMUNICATION TO THE BOARD MUST ORIGINATE FROM THE INDIVIDUAL MEMBER

COMPUTE TIR IS 1 JANUARY 2015.  E6 PERSONNEL WITH A TIR DATE OF 1 JANUARY 
2012 OR EARLIER ARE ELIGIBLE.  REFER TO REF (A), TABLE 2-2 FOR TIR 
REQUIREMENTS.
    C.  HIGH YEAR TENURE (HYT).  PER REF (B), CANDIDATES WHO REACH HYT ON OR

    D.  TIR WAIVERS:  TIR WAIVERS AND EXAMINATION ADMINISTRATION OF EARLY 
PROMOTE CANDIDATES MUST BE IN ACCORDANCE WITH REF (A), PARAGRAPH 216.F.  
CANDIDATES WHO HAVE BEEN GRANTED TIR WAIVERS MUST BE DENTIFIED DURING

SERVICE PROCUREMENT PROGRAMS REMAIN ELIGIBLE FOR ADVANCEMENT CONSIDERATION TO

PROCEDURES FROM THE NAVY PERSONNEL SECURITY PROGRAM TO GRANT INTERIM ACCESS.  
IN ACCORDANCE WITH REF (C), SAILORS WITH AN EXPIRED OR EXPIRING SECURITY 
CLEARANCE WHO HAVE PROPER ACCESS AND HAVE MAINTAINED SECURITY CLEARANCE 
ELIGIBILITY MAY PARTICIPATE IN THIS EXAM CYCLE.  SAILORS IN THE FOLLOWING

NUCLEAR RATINGS MUST HOLD A SUPERVISOR NEC (3363, 3364, 3365, 3366) PRIOR TO

PERSONNEL MUST HAVE QUALIFIED AS ENGINEERING WATCH SUPERVISOR (EWS).  
ACCEPTABLE DOCUMENTATION OF EWS QUALIFICATION INCLUDES AN EVALUATION WITH EWS 
IN BLOCK 29 OR A LETTER FROM THE MEMBER'S COMMAND FORWARDED TO THE BOARD VIA 
THE MEMBER'S LTB WHICH CERTIFIES EWS QUALIFICATION.  IT IS THE COMMAND'S 
RESPONSIBILITY TO INVALIDATE EXAMINATION RESULTS FOR THOSE SELECTION BOARD 
ELIGIBLE SAILORS THAT DO NOT HOLD THE REQUIRED NUCLEAR SUBMARINE NEC AND EWS 
QUALIFICATIONS AS OUTLINED.
        (2) TO BE ELIGIBLE FOR ADVANCEMENT TO E7, SURFACE SAILORS IN NUCLEAR 
RATINGS MUST HOLD A SUPERVISOR NEC (3393, 3394, 3395, 3396) PRIOR TO THE E7
